Senior Programmer AnalystMaine Public Employees Retirement System (MainePERS) seeks a Senior Programmer Analyst to join our IT department. This position performs advanced technical data processing work involving the development, enhancement, and maintenance of highly complex computer applications. This role is responsible for assessing user requirements, translating logical designs into effective technical solutions, designing and implementing system applications, and managing projects from conception through installation. Work is performed under limited supervision and requires a high level of independent judgment, technical expertise, and collaboration with both technical and non-technical stakeholders.Success in this role requires the ability to communicate effectively with diverse audiences, build strong customer relationships, and work collaboratively to achieve shared objectives. This position demands sound and timely decision-making, the ability to analyze complex information, and a commitment to continuous learning through experimentation and professional development.This position is eligible for a hybrid work schedule following the probationary period.Currently, this position is not eligible for Visa sponsorship or STEM OPT extensions.Key ResponsibilitiesConduct analysis of defined computer-oriented system problems and develop feasible solutions in accordance with industry standards.Assess user requirements and translate logical designs into effective technical solutions.Design application systems and develop detailed design specifications.Perform difficult and specialized programming assignments.Maintain systems and respond promptly to production issues and user concerns.Diagnose, isolate, and correct application software problems to prevent future occurrences.Develop detailed project plans using standard project management tools and methodologies.Manage projects from concept through implementation and installation.Utilize effective time management while managing multiple priorities and tasks.Communicate proposed technical solutions clearly to non-technical staff and stakeholders.Perform structured testing and validation of applications prior to deployment.Build strong customer relationships and work collaboratively with others to achieve shared objectives.Minimum qualifications:Post-secondary education in a computer-related field with 2 years of experience OR 5 years of experience OR any combination of relevant education and experience.Preferred qualifications:ORACLE development experience; experience with SQL or PL/SQL; MS Access/Word/Excel; UNIXSalary: $76,599 up to $87,293.00 if annualized (includes a 13% premium for this position)Benefits: We offer an outstanding benefit package including:Work-Life Balance – 13 paid holidays, 12 days of sick leave, 4 days of personal leave, and 2+ weeks of vacation leave annually.Health Insurance Coverage – MainePERS pays 65%-90% of health insurance based on the employee's annual salary and coverage level (dependent or employee)Dental Insurance – 100% employer paid for employees and their dependentsVision Insurance – Employee paidRetirement Plans, Employer Contribution to your Pension, Deferred Compensation, Wellness Reimbursement ($300), Flexible Spending Accounts, Public Service Student Loan Forgiveness, Parental leave7:30am-4pm 40 hours per week/ 80 hours per pay period (2-weeks)
