Position Overview A Systems Analyst develops applications, implements software packages, integrates applications, and provides 24x7 application support. The role collaborates on all phases of the SDLC, focusing on design, development, and implementation, while using development tools aligned with the IT architecture. Focus Area The primary responsibility is to support Tampa Electric’s (TECO) Energy Control Center by managing GE’s E-terra Energy Management System (EMS). The EMS monitors transmission and generation assets that form the Bulk Electric System for Tampa. The Analyst administers and supports the EMS for operators in the control center, processes EMS data for external departments (requiring programming and database interaction), and supports smaller ETL (Extract, Transform, Load) applications as needed. Advancement Advancement to higher levels is based on value added through increased duties, responsibilities, and accomplishments. It is not automatic and depends on direct observation of performance, accomplishments, qualifications, and the business or technical needs of the department. Working Conditions Most work is performed in an office environment with occasional travel to operating locations. Career Levels Level 1 – Associate Systems Analyst Develops software of limited complexity and provides primary support for one or more applications under direct supervision. Primary Duties and Responsibilities Develop software of limited complexity based on specifications. Implement software packages requiring limited configuration and integration with minimal vendor contact. Integrate applications with limited interface complexity based on specifications. Provide 24x7 primary support for niche or core applications (not mission-critical); may provide secondary support for mission-critical applications. Assist with the request and analysis phases of the SDLC through documentation and estimates. Execute design, development, and implementation phases of the SDLC under guidance of more senior staff. Participate in Application Development & Support teams and project teams under manager or senior staff direction. Acquire and maintain knowledge of relevant business areas. Acquire and maintain appropriate technical skills. Level 2 – Systems Analyst Develops software of moderate complexity and may serve as a technical lead on small projects. Primary Duties and Responsibilities Develop software of moderate complexity based on specifications. Implement software packages requiring moderate configuration and integration; may interact with vendors remotely or onsite. Integrate applications with moderately complex interfaces based on specifications. Provide 24x7 primary and/or secondary support for niche, core, or mission-critical applications. Support request and analysis phases of the SDLC by producing required documentation and estimates. Execute design, development, and implementation phases of the SDLC producing deliverables under review by senior staff. Participate in Application Development & Support and project teams; may function as technical lead on small projects. Acquire and maintain knowledge of relevant business areas. Acquire and maintain appropriate technical skills. Level 3 – Senior Systems Analyst Develops complex software, integrates complex interfaces, creates technical design specifications, and mentors junior staff. Primary Duties and Responsibilities Develop complex software based on specifications and collaborate with Business Systems Analysts and partners. Implement software packages with in-depth configuration and integration, driving interaction with vendor resources. Integrate applications with complex interfaces based on specifications. Provide 24x7 primary and/or secondary support for niche, core, or mission-critical applications. Support request and analysis phases of the SDLC by producing and reviewing documentation and estimates. Execute design, development, and implementation phases of the SDLC producing deliverables and reviewing junior staff outputs. Participate in Application Development & Support and project teams; may serve as technical lead on any project. Acquire and maintain knowledge of relevant business areas. Acquire and maintain appropriate technical skills, mentor junior staff, and drive standard practices. Level 4 – Systems Analyst Consultant Leads complex software development projects, leads selection and implementation of software packages, and serves as a subject matter expert. Primary Duties and Responsibilities Lead complex software development projects and collaborate with Business Systems Analysts and partners. Lead selection and implementation of software packages with in-depth configuration and integration; drive vendor interactions. Lead integration of complex interfaces based on specifications. Provide 24x7 primary and/or secondary support for niche, core, or mission-critical applications and coordinate maintenance activities. Support request and analysis phases of the SDLC by producing documentation and estimates; oversee junior staff deliverables. Execute design, development, and implementation phases of the SDLC producing deliverables and overseeing junior staff outputs. Participate in Application Development & Support and project teams; function as technical lead and oversee technical staff. Serve as subject matter expert in multiple business areas related to projects and support assignments. Mentor and direct junior staff, provide feedback to managers, and drive standard practices. Level 5 – Lead Systems Analyst Leads complex software development projects, supports integration of complex interfaces, and has direct supervisory responsibility for IS staff. Primary Duties and Responsibilities Lead complex software development projects and collaborate with Business Systems Analysts and partners. Lead selection and implementation of software packages with in-depth configuration and integration; drive vendor interactions. Lead integration of complex interfaces. Provide 24x7 primary and/or secondary support for niche, core, or mission-critical applications; coordinate release schedules. Support request and analysis phases of the SDLC by producing documentation and estimates; manage and oversee junior staff outputs. Execute design, development, and implementation phases of the SDLC producing deliverables and managing junior staff outputs. Participate in Application Development & Support and project teams; serve as technical lead and oversee technical staff. Serve as subject matter expert in multiple business areas. Mentor and direct junior staff; develop and drive standard practices. Supervision Depending on level, indirect supervision of contract resources and/or junior staff may be required. For Lead Systems Analyst there is direct supervisory responsibility over assigned IS staff and contract resources. Qualifications Education Required: Bachelor’s degree in Information/Computer Science, Business Administration, Engineering, Mathematics, Information Systems, or equivalent discipline. In lieu of a Bachelor’s degree, additional relevant experience may be considered. Licenses/Certifications Preferred: One or more professional certifications in specific job-related disciplines. For Level 2 and above, at least one certification is preferred and for Level 4 and 5, two or more are preferred. Related Experience Required: Minimum 1 year of systems analysis, design, and development for Level 1; 2 years for Level 2; 6 years for Level 3; 10 years for Level 4; 10 years for Level 5. For Level 4 and 5, preferred experience is 12 years. Knowledge, Skills & Abilities (KSA) Working or strong knowledge of business software applications and hardware technologies; stay current with industry trends. Good verbal, written, analytical, and interpersonal skills; ability to present information to team and department. Understanding of project plans and ability to articulate role, goals, and timelines; for higher levels, ability to develop project plans and partner with project managers. Proficient in the Microsoft Office suite. Comprehend technical design specifications and develop or review them for smaller or larger projects as appropriate. Expert in new technology application and continuous process improvement for SDLC and technology architecture (for Level 4 and 5).
