Senior FTA/FRA Compliance Manager - Hudson Tunnel Project

FTA/FRA Compliance Manager (Grant Compliance Manager) Parsons is seeking an experienced FTA/FRA Compliance Manager to oversee federal compliance for the Hudson Tunnel Project (HTP) as part of the Gateway Program. The role involves developing and managing a comprehensive compliance oversight program, supporting USDOT audits, and ensuring adherence to federal requirements. Program Background The Gateway Program is a critical rail investment initiative that will improve commuter and intercity services in the New Jersey/New York area. The HTP will construct a new two‑track tunnel under the Hudson River and rehabilitate the existing North River Tunnel. The Gateway Development Commission (GDC) is the project sponsor and must maintain compliance with FTA and FRA regulations. Responsibilities Establish a compliance oversight and monitoring program, evaluate existing procedures, and spot‑check adherence to federal policies. Collaborate with GDC departments to identify risks and rank them by priority and impact to the HTP. Evaluate high‑ranked risks for compliance adherence and produce reports, recommendations, and monitor corrective actions. Track audit requests from USDOT, FTA, and FRA and draft responses to audit letters. Manage the request and receipt of supporting documents to ensure timely submittals. Ensure responses meet deadlines and identify improvement opportunities. Monitor new and revised USDOT guidelines, assess impacts on GDC departments, and implement necessary adjustments. Required Qualifications Bachelor’s degree in a related discipline. 10+ years of experience leading compliance oversight for FTA grants and/or as a grant recipient. Strong experience developing and operationalizing new programs in a fast‑paced environment. Excellent knowledge of project delivery and risk identification in complex, multi‑stakeholder projects. Strong technical writing, analytical, and communication skills. Willingness to travel throughout the NY/NJ Metro Area. Security Clearance Requirement None Benefits Salary Range: $128,700–$231,700.
