Compliance And Community Reinvestment OfficerAssists the Chief Compliance & Risk Officer ("CCRO") with the administration and coordination of the Bank's Compliance and CRA Programs. Conduct vendor due diligence reviews, perform compliance testing, and monitor branch complaints. Reviews CRA loans, investments, activities and donations. Identifies and facilitates CRA activities; monitors, assesses and reports Bank's CRA performance to the CCRO. Conduct quarterly CRA self-assessments and annual peer analysis. Updates the CRA public folder. Provides CRA guidance and technical assistance to the credit team and branch employees. Assists the CCRO and the Compliance Associate with compliance functions such as vendor due diligence review, marketing material review, training assignments, compliance testing/monitoring. Provides audit and exam support. Participates in CRA Committee meetings. Performs other projects as assigned by the CCRO.Essential Functions:•Conduct vendor due diligence on Compliance vendors. Review vendor due diligence risk assessments submitted by other departments. Ensure proper completion and obtain relevant supporting documentation. Closely monitor vendor due diligence completion status and promptly report any late completions to the CCRO.•Conduct Compliance Testing, including but not limited to CDD, EDD, CTR, and OFAC testing.•Perform Compliance Monitoring, including but not limited to monitoring of Bank website, social media websites, clear desk monitoring.•Maintain branch complaint log. Collect complaint reports from the branch management on a monthly basis. Ensure sufficient documentation is on file to support the resolution of branch complaints.•Under the guidance of the CCRO, conduct CRA self-assessments and peer analysis.•Follows up with applicable loan officers to obtain information and documentation needed for CRA determination. Utilizes CRA expertise to review loans and investments for CRA eligibility and uses independent judgment for classification. Assists branches and loan officers in identifying and analyzing loan and investment opportunities. Provides subject matter expertise, guidance, technical assistance and support to bank employees on CRA matters.•Actively seeks to identify service needs and volunteer opportunities through contact with community leaders in the bank's CRA assessment area, selects and arranges volunteer events, and encourages participation from Bank employees.•Reviews CRA donation requests, conducts research on the organization, obtains necessary documentation, evaluates eligibility for CRA credits, and makes recommendations regarding donations.•Regularly monitors the bank's CRA performance, including tracking small business loans, community development loans, investments, service hours and donations. Provides consultative advice to the business line regarding CRA and Reports CRA performance to the CCRO on a monthly basis.•Gathers information to analyze and determine CRA eligibility and enters information in CRA Wiz. Performs quarterly and annual CRA Self-Assessments using CRA Wiz software and prepares managerial reports.•Prepares agenda and documentation for CRA Committee meetings.•Maintains and updates the CRA public files for the Bank. Supports the CCRO during CRA examination and audit.•Assist with other compliance functions, such as marketing review and training assignments.•Adheres to and complies with Federal and State Regulations including but not limited to Wage and Hour laws, the Bank Secrecy Act, Anti-Money Laundering Act, USA PATRIOT Act, and OFAC laws and their implementing regulations. Supports Bank compliance efforts by completing required compliance training and ensuring that employees complete their training in a timely manner.•Supports the Bank's compliance efforts by completing compliance and other technical training workshops in a timely manner as assigned. Reads periodicals and attends external webinars/workshops to maintain an above average expertise of trends in lending/credit.•Regular and punctual attendanceRequirements:•Bachelor's Degree (B.A/B.S.) or equivalent.•Minimum 2 years loan review/processing experience or equivalent combination of education and experience.•Banking experience.Skills and Knowledge:•CRA WIZ reporting system experience preferred.•Should be organized and detail oriented.•Ability to identify, analyze, plan, monitor, report and control risk.•Must have a base knowledge of banking regulation concepts and their impact to the Bank as a whole.•Ability to understand the logical connection between Bank business policies and compliance regulations.•Strong written and verbal communication skills.
