Engineering Project Manager

General Function Highly responsible professional, engineering, and project manager position. Will manage all phases of project development, including planning, design, and construction projects within the City, as well as reviewing right‑of‑way permits and development plans in coordination with each City department. Establishes, manages, and coordinates the Capital Project List and works independently with timely communication among departments. Reports To Assistant Director of Public Works Supervisory Responsibilities None Essential Duties And Responsibilities Procure design, surveying, geotechnical, engineering, and other services. Prepare, coordinate, sign, and seal design drawings and routine reports or permit certifications; submit routine, regulatory‑required engineering reports/forms. Monitor design and construction document development. Coordinate bid package development. Review and coordinate responses to RFIs during the bid process. Ensure timely coordination and completion of projects. Ensure projects are completed within assigned budgets. Perform and coordinate progress meetings with designers, contractors, and permitting agencies to ensure timely completion. Coordinate and/or review claims for changes in contract time or price. Coordinate, track, review, and process shop drawings, change orders, project schedules, and payment requests. Coordinate all services during construction performed by City staff, contractors, and consultants. Ensure compliance with all project requirements, grants, and/or funding sources. Ensure compliance with City purchasing procedures; evaluate and approve invoices for compliance with contractual conditions; prepare reimbursement requests. Provide project coordination and technical assistance. Assist with the development and maintenance of a citywide interdepartmental Capital Improvement Program. Prepare monthly status reports for the Department Head and City Manager’s Office. Work with different departments in reviewing plans, plans processing, and all aspects of permit issuance. Perform field meetings and inspections as needed to ensure inspections on any City project comply with approved plans, contract documents, and permit requirements. Perform construction drawings reviews for the issuance of right‑of‑way and the Public Works component of building permits and developments within the city. Interpret the requirements of contract documents and judge the acceptability of work thereunder. Perform all work in compliance with safety rules and regulations as subscribed to by the City of Homestead. Perform other job‑related work as assigned or required. Requirements Graduation from an accredited college or university with a bachelor’s degree in engineering. At least five (5) years of engineering project management or project design experience. Active Florida Professional Engineering License (PE). Knowledge of engineering design and construction principles and practices. Effective and professional communication skills. Proficiency with Microsoft PC software applications (Project, Word, Excel, PowerPoint, Access, etc.). Experience with construction management software such as Primavera, Microsoft Project, e‑builder, Procore, Kahula. Knowledge of AutoCAD software. Knowledge of GIS software (preferred). Knowledge of water hydraulic analysis software (Bently’s WaterGEMS and SewerGEM) (preferred). Knowledge of federal, state, and local building codes (preferred). Valid State of Florida driver’s license with a clean driving record. Pass a background screening process. Equivalency Clause An equivalent combination of high school diploma, training, and at least 10 years of experience that provides the required knowledge, skills, and abilities may be considered in lieu of the stated education and experience requirements. Substitution will be evaluated on a case‑by‑case basis to determine relevance and comparability.
