MINIMUM REQUIREMENTS:

A high school diploma or its equivalent and seven (7) years of professional or nonprofessional experience in radio or television productions or programming; or

A bachelor's degree (4 years) from an accredited college or university with a major in communications, broadcasting, or English and three (3) years of professional experience in radio or television productions or programming.

JOB DUTIES:

This is a highly responsible position that requires excellent organizational, project and time management skills to write, produce, and direct audio and video programs in the areas of public affairs, information, education and promotion. The incumbent must: be a creative storyteller and work within a team environment to deliver high-quality scripts for audio-video productions; be able to ascertain the scope and complexity of a project and understand the full production process, including scheduling video shoots, conducting interviews and transcribing narration; be able to work on multiple projects simultaneously in a deadline-oriented environment; be able to work with internal and external clients who may be inexperienced in audio-video production to help focus their messages within a workable audio-video format; represent the department with extreme professionalism and a strong sense of customer service; be proactive and detail-oriented; possess excellent communication skills, both verbal and written; possess strong personal computing skills; be able to respond quickly to changing priorities; and travel statewide on short notice as needed. 

Perform PRE-PRODUCTION work necessary for the production of high-quality audio and video projects, which includes: creating and developing ideas for audio or video program material; planning and scheduling projects; researching and writing interview questions; researching and writing scripts; checking and ensuring factual accuracy; establishing the direction, tone and feel of productions; identifying, procuring and scheduling necessary props, equipment and technical/production personnel; scouting locations; casting on-camera and voice talent; setting and meeting production deadlines and benchmarks; providing a professional and comfortable environment for recording the Commissioner, other dignitaries, content area experts, and all other clients to ensure they have a positive experience throughout the production; and developing and maintaining relationships within the department and agriculture industry that are useful in researching and developing programming.

Perform PRODUCTION work necessary for the production of high-quality audio and video projects, which may include: coordinating the work assignments of others during production; lighting sets and field locations; operating professional broadcast-quality video camera; directing on-camera talent and scenes; interviewing; scheduling and directing technical/production personnel; ensuring that all footage has been effectively captured in client-approved specifications; working with outside production companies and other service providers to procure equipment, personnel or materials needed for shoots and to quickly obtain assistance in the event of equipment failure or other circumstances.

Perform EDITING AND POST-PRODUCTION work necessary for the production of high-quality audio and video projects, which includes: providing assistance in the non-linear video editing on the Mac platform; critiquing productions to ensure aesthetic and technical quality of all audio and video elements produced in house; completing assignments and projects by assigned deadline; logging and digitizing raw footage; assuring that all projects meet quality control standards set by networks and other broadcast outlets; ensuring that audio and video programming meets the technical specifications of end client.

Perform work necessary for the audio-video section’s GENERAL OPERATIONS, MAINTENANCE, DEVELOPMENT and ENHANCEMENT which includes: staying abreast of changing trends and technologies; monitoring inventory; researching and recommending equipment, hardware and software; maintaining and developing abilities to edit video while keeping current in developing platforms, technologies and training support; maintaining production records; maintaining archive of finished productions and raw footage; complying with applicable copyright laws and contractual requirements; negotiating recording contracts and broadcast waivers; hiring and working with contracted vendors to design, configure, troubleshoot, maintain, repair and resolve conflicts with audio-video equipment, hardware and software; maintaining liaison with university departments, news agencies, broadcast manufacturers and suppliers; working with the bureau’s finance staff to initiate purchase orders; tracking orders and invoices, and other duties as required.

Perform work necessary for the execution of high-quality VIDEO PRESENTATION EVENTS, which includes: scouting venues to determine audio and video equipment needs; contracting and working with vendors to provide equipment and technical staff; being responsible for onsite setup, execution and strike; coordinating and communicating with other department staff, partners and others involved in the event.

Perform other related duties as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Proficiency in writing short-form and long-form scripts.
  • Proficiency in researching, scheduling and conducting interviews.
  • Excellent communication skills (verbal and written).
  • Ability to prioritize work.
  • Ability to be detail oriented.
  • Ability to carry equipment weighing over 40 pounds for extended periods of time.
  • Ability to assist in the operation of professional broadcast-quality video cameras (HD and/or 4K) and/or still photography.
  • Understanding of Adobe Creative Cloud software with emphasis on Adobe Premiere Pro, Adobe After Effects, and Adobe Photoshop.
  • Understanding of non-linear editing on Mac platform.
