Code Enforcement Inspector
This is a non-exempt position, which is responsible technical work in inspection, investigation and enforcement to ensure compliance with established codes, ordinances, regulations, and the Charter of the City affecting the public interest, safety and welfare. An employee in this classification is responsible for inspecting and investigating complaints of alleged violations of various codes of the City including, but not limited to, occupational license, fire, building, zoning, landscape, sign and other technical codes in force. Employee is responsible for enforcing codes, providing notice of any violation and initiating enforcement proceedings of the various codes with the Code Enforcement Board, when required. Work is performed under general supervision of the Police Community Services Unit Supervisor affording opportunity for the use of independent judgment in arriving at decisions. Employees are hired as AT WILL employees that serve at the pleasure of the City and may be terminated at any time with or without cause.
Examples of Duties:
Works throughout the City in a pro-active manner to identify and resolve problems. Works throughout the City investigating complaints of violations of applicable codes; interviews property owners, tenants and complainants to determine nature of violation. Coordinates inspections, investigations and enforcement of codes with inspectors and designated employees in other City departments. Works in teams with Police and others to correct violations. Issues notice of violation and remedy for correction. Initiates enforcement proceedings of various codes; notifies the appropriate judicial authority and requests hearings. Prepares reports and maintains records. Provides sworn testimony at legal proceedings. Ability to work days, nights or weekends. Attends day or evening meetings as required and as directed, flex work hours. This position does not have final procurement authority. Performs related work as required and as directed.
Typical Qualifications:
Considerable knowledge of established codes, ordinances and regulations or the ability to acquire the knowledge rapidly. Knowledge of legal procedures as related to the enforcement of regulatory codes. Knowledge of the geography, streets and principal locations of the City. Knowledge of modern office practices and procedures. Ability to make inspections; follow instructions and to ascertain facts through investigation. Ability to make judgmental decisions during inspections and investigations, using tact and diplomacy in disposition of duties. Ability to operate a City vehicle and possess the required license. Ability to use modern Police communication equipment. Ability to speak in front of large groups and teach code compliance. Ability to confer with the general public, to explain, interpret and enforce regulations in a tactful, firm and impartial manner, identify and resolve problems. Ability to prepare and maintain records and reports using a computer. Working knowledge of Microsoft programs, Word, Excel, etc., 35 wpm typing ability. Ability to maintain an effective working relationship with the public, property owners, contractors, professionals, City officials and other City employees. Education and Experience: Graduation from a standard high school or an equivalent recognized certification, with previous municipal code compliance and/or investigative experience preferred. F.A.C.E. certification desired, or be able to obtain certification within one year of employment. Licenses and Certifications: Valid State of Florida driver's license
Hiring Process:
•Oral Board Interview: Only those who meet the required/preferred experience with demonstrated employment history.
•Computer based skills testing: Assesses selective attention, speech recognition, written comprehension, and critical thinking.
•CVSA Examination (Polygraph): Includes questions about your past criminal activity and drug use.
•Background Investigation: Criminal history, employment, military service records, education, credit, social media and associations.
•Psychological Evaluation: Assesses mental and emotional suitability.
•Medical Examination: Assesses your ability to perform the job.
•Drug Testing: All applicants will be tested for drugs and alcohol. * Not applicable to all positions.
Work Environment:
It is a necessary requirement and policy that applicants for the position of Code Enforcement Inspector pass all of the preemployment tests, which consist of: A Police Department Oral Board Interview, a Background Investigation, a CVSA Examination, a Medical and Drug test. Applications must be received by 4:15 pm on the closing date. Please keep in mind that the testing process may take up to six (6) months. If you fail any part of our testing, your application will not be processed further. However, you are eligible to reapply with our city one (1) year from the date on which you failed part of your testing procedures, unless otherwise stated. This is a designated "Will-Call Recovery" classification in the City's Emergency Operations Plan and will require the employee occupying this position to work for declared emergencies. Attendance at National Incident Management System (NIMS) training at the appropriate level is mandatory.
