Baton Rouge Community College (BRCC) seeks to fill the position of Director of Payroll and Total Rewards. The Director of Payroll and Total Rewards is located in the Human Resources Division. This is a full-time position. REPORTS TO : Director of Payroll and Total Rewards COMPENSATION: Anticipated starting salary will be commensurate with education and work experience. Qualifications
Minimum Qualifications: Minimum Education:
- Bachelor's degree in accounting, finance, or business with a concentration in Human Resources or a related field
- 10+ years of experience processing payroll.
- 5+ years of Leadership experience
- 3+ years of Human Resources in benefits, retirement, and compensation
- High level of integrity, objectivity, discretion, and emotional intelligence
- Superb written and verbal communication skills
- Proficient knowledge of Microsoft Outlook, Word, Excel, and PowerPoint is a must
- Master's degree in a business-related field
- 5 + years of experience in higher education
- 3 + years of experience with Louisiana State benefits and retirement programs.
- SHRM-CP or other Human Resources Certification.
Job Concepts
The Director of Payroll and Total Rewards oversees payroll, benefits, retirement, and compensation activities. The role ensures that all payroll, benefits, leave, and retirement documents are accurate and compliant with regulatory requirements. The Director also translates and implements strategic plans and objectives for areas of responsibility. The Director serves as BRCC college liaison with the LCTCS System. Payroll
- Reviews contracts (full-time and adjunct) and extra services agreements for accuracy and audit contract payments at the close of the fiscal year.
- Oversees and verifies payroll.
- Communicates with LCTCS Payroll and accounting, ensuring all error messages are corrected, and payroll is processed correctly for all employees.
- Researches and provides guidance on corrections regarding discrepancies or irregularities in pay actions, retirement, health/life insurance, and general miscellaneous deductions.
- Performs high-level payroll functions such as contract corrections, merit processing, and buyback procedures for Workers' Compensation claims.
- Computes pay changes, calculates and prepares retro pay adjustments, and computes service time as needed.
- Calculates employee leave payouts when separated from employment.
- Partners with the accounting department to ensure accuracy in the setup of funding distribution.
- Audits/Reviews payroll and personnel actions for classified, faculty, and unclassified staff upon verification of compliance with Article X of the Louisiana Constitution, state and federal employment laws, civil service rules and regulations, and agency policy. This includes reviewing inputting actions in the Ellucian Banner systems on new hires, transfers, promotions, demotions, separations, etc.
- Generates and evaluates Banner system reports to check for entry errors or issues before the payroll deadline to ensure accurate employee payments. Makes necessary corrections to ensure data integrity.
- Prepares and oversees the preparation of personnel correspondence, statistical reports, special projects, and various other payroll and benefits-related functions at the college as required.
- Recommends new approaches, policies, and procedures to improve the department's efficiency and services performed.
- Ensures that personnel or tax law changes are captured, overtime payments are accurately distributed, and timesheets are submitted and retained appropriately.
- Ensures compliance with payroll laws and regulations at the state and federal levels.
- Implements, reviews, and updates compensation programs, monitoring the effectiveness and recommending changes consistent with compensation trends and the College's Strategic Plan
- Review audits and approve salary transactions according to applicable procedures. Counsel and advise CHRO regarding salary planning/compensation, internal equity, promotions, interim assignments, reclassifications, and transfers.
- Prepares salary queries and reports; researches pay issues; assists the CHRO with various projects, including pay plan development and reference guides.
- Manage the annual compensation process, including salary planning merit budget, internal and external equity reviews, salary adjustments, and promotions.
- Develop an ongoing communications strategy to ensure the college workforce members understand and maximize their benefits and Total Rewards package.
- Build a team of dedicated compensation and benefits professionals through effective coaching and performance management.
- Ensure compliance with all governmental regulations related to compensation and benefits.
- Provides general counsel and direction on the benefits and retirement process.
- Oversees the process of benefit changes and assists as needed with completing one-time paperwork for additional deductions or refunds of deductions for identified individuals.
- Represents BRCC and attends benefits and retirement meetings, conferences, seminars, workshops, etc.
- Manages ADA, FMLA, and coordination of workers' compensation.
- Partner with employee relations to audit health insurance, Lasers, and TRSL.
- Manages relationships and communications with Benefits and Retirement vendors.
- Collaborate with other HR leaders to review cross-departmental impacts and reconcile data sharing.
