The City of San Juan Capistrano is seeking a skillful and motivated individual to serve as Senior Management Analyst in the City's Public Works Department. The Department is undergoing an exciting transformation focused on operational excellence and innovation. This position offers a unique opportunity to work directly with the Assistant Public Works Director and other management staff to improve business processes, oversee major contracts and budgets, implement new systems and technology, and lead projects that will have a lasting impact on the City's operations.

The Senior Management Analyst assumes direct responsibility for a variety of assigned programs, including the City's trolley service and parking operations; contract preparation, negotiation, and compliance; and oversees and participates in complex administrative support functions for the Department's Maintenance and Operations Division. The position performs comprehensive research of new programs and services; budget analysis and preparation; prepares comprehensive reports; and performs detailed analysis on a wide range of programs and projects. • Asset management, such as CMMS implementation or administration
• Budget development, financial analysis, and performance metrics
• Contract administration, procurement, and consultant oversight
• Project management and process improvement
• Cross-departmental coordination
• Capital Improvement Program (CIP) planning and administration
• Quality report writing and presentations
• Grant administration and funding opportunities
• Strong analytical, problem-solving, and strategic planning skills

This is the advanced journey level class in the Management Analyst series. Positions at this level are distinguished from other classes within the series by the level of responsibility assumed and the complexity of duties assigned. Employees perform the most difficult and responsible types of duties assigned to classes within this series. Employees at this level are required to be fully trained in all procedures related to assigned area of responsibility.

The position receives direction from higher level management or executive staff and may exercise direct supervision over technical or clerical staff.

Essential responsibilities and duties may include, but are not limited to, the following:

• Assumes direct responsibility for a variety of assigned programs; oversees assigned administrative support functions including the budget.
• Oversees and participates in special projects including complex research of new programs and services, budget analysis and preparation, and feasibility analyses; prepares and presents reports; and performs detailed analysis and conducts research on a wide range of programs and projects.
• Ensures compliance with appropriate regulations and policies; recommends modifications as appropriate; serves as resource to various other City departments regarding applicable regulations.
• Oversees the preparation and negotiation of contracts for assigned program area; monitors compliance with applicable contractual agreements; recommends modifications as appropriate.
• Prepares comprehensive technical records and analytical reports pertaining to assigned area of responsibility; conducts research and comprehensive data collection efforts to support analysis.
• Assumes direct responsibility for the preparation and administration of assigned budget(s); maintains and monitors appropriate budgeting controls; prepares various financial reports as required; oversees invoice approvals, budget expenditures, and budget transfers.
• Coordinates and collaborates with departments, divisions and outside agencies; serves as a liaison with public and private organizations, community groups and other social organizations; makes presentations to the public; represents the City to Boards and Commissions, and County, State and Federal agencies.
• Responds to and resolves complaints and inquiries from the general public; reviews problems and recommends corrective actions; prepares summary reports as required.
• Prepares contract specifications/documents and negotiation of contracts for assigned programs and projects; monitors progress, ensures compliance, and makes recommendations/adjustments as applicable.
• Oversees, provides direction, and reviews the work of clerical staff; monitors workload; provides training as needed.
• Attends and participates in professional group meetings; stays abreast of new developments and changing legislation affecting assigned area.
• Performs related duties and responsibilities as required.

Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:

Experience: Five (5) years of management-level experience in financial, administrative, and analytical function. One year of supervisory experience is highly desirable.

Education: Equivalent to a bachelor's degree from an accredited college or university with major course work in public administration, business administration or related field.

Licenses: Possession of an appropriate, valid California Motor Vehicle License.
