The City of San Juan Capistrano is seeking a skillful and motivated individual to serve as Senior Management Analyst in the City's Public Works Department. The Department is undergoing an exciting transformation focused on operational excellence and innovation. This position offers a unique opportunity to work directly with the Assistant Public Works Director and other management staff to improve business processes, oversee major contracts and budgets, implement new systems and technology, and lead projects that will have a lasting impact on the City's operations.

The Senior Management Analyst assumes direct responsibility for a variety of assigned programs, including the City's trolley service and parking operations; contract preparation, negotiation, and compliance; and oversees and participates in complex administrative support functions for the Department's Maintenance and Operations Division. The position performs comprehensive research of new programs and services; budget analysis and preparation; prepares comprehensive reports; and performs detailed analysis on a wide range of programs and projects. The successful candidate will have experience leading initiatives that improve organizational effectiveness and will be skilled in many of the following areas:

• Municipal maintenance or Public Works operations
• Asset management, such as CMMS implementation or administration
• Budget development, financial analysis, and performance metrics
• Contract administration, procurement, and consultant oversight
• Project management and process improvement
• Cross-departmental coordination
• Capital Improvement Program (CIP) planning and administration
• Quality report writing and presentations
• Grant administration and funding opportunities
• Strong analytical, problem-solving, and strategic planning skills

This is the advanced journey level class in the Management Analyst series. Positions at this level are distinguished from other classes within the series by the level of responsibility assumed and the complexity of duties assigned. Employees perform the most difficult and responsible types of duties assigned to classes within this series. Employees at this level are required to be fully trained in all procedures related to assigned area of responsibility. The position receives direction from higher level management or executive staff and may exercise direct supervision over technical or clerical staff.
