Job Summary This position supports the Strategic Priorities Group in the Department of Buses, by providing technical assistance on strategic projects that improve bus service and bus operations. The ideal candidate will have an excellent understanding of transit planning practices and some familiarity with bus operations. This position will be responsible for performing data collection and analysis, tracking project goals, and reporting key metrics and progress of bus strategic initiatives to leadership. Responsibilities Responsibilities of this position may be included, but are not limited to: Support the planning, development, tracking, and implementation of strategic priorities across the Department of Buses. Conduct quantitative analysis of bus operations data (running times, frequency, reliability, etc.) to identify performance trends, operational gaps, and opportunities for improvement. Prepare reports, dashboards, and presentations for senior leadership to inform decision making. Coordinate cross-functional initiatives involving depot operations, planning, facilities, transportation, and operations support teams. Monitor progress on key projects and ensure milestones and deliverables remain on schedule. Research best practices in transit operations Develop KPIs and performance frameworks to measure success of strategic initiatives. Identify risks, constraints, and dependencies related to strategic projects and propose mitigation approaches. Maintain consistent documentation related to project plans, status updates, and performance outcomes. Participate in public outreach efforts, including on-street engagement, presenting at public meetings, and facilitating workshops. Represent Department of Buses with other MTA departments, with other public agencies or outside organizations, and with elected officials and other stakeholders. Education And Experience Associate Transit Management Analyst: A master's degree from an accredited college in business administration, public administration, public policy, engineering, engineering technology, economics, architecture, mathematics, physics, computer science, finance, accounting, transportation planning, industrial psychology, urban planning/studies, human resources management, labor relations, operations research, security management or in a related area, and two (2) years of full-time satisfactory professional experience in the collection, evaluation and use of data relating to operational procedures, administrative systems, equipment and space utilization, and staffing requirements, including the preparation of charts, graphs, drawings and technical reports. One (1)year of experience must have been in the transportation industry;or A baccalaureate degree from an accredited college in one of the areas listed in "1" above; and three (3) years of full-time satisfactory experience as described in "1" above. One (1) year of this experience must have been in the transportation industry. Assistant Transit Management Analyst I& Assistant Transit Management AnalystII A master's degree from an accredited college or university in business administration, public administration, public policy, engineering, engineering technology, economics, architecture, mathematics, physics, computer science, finance, accounting, transportation planning, industrial psychology, urban planning/studies, human resources management, labor relations, operations research, security management or in a related area,or A baccalaureate degree from an accredited college or university and two years of satisfactory full-time professional experience working in budget administration, accounting, economic or financial administration, engineering, in management or methods of analysis, operations research, organization research or program evaluation, personnel or public administration, staff development, employment program planning or administration, security management; or general administration. Associate Staff Analyst A Master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and one (1) year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management or in a related area;or A Baccalaureate degree from an accredited college and three (3) years of satisfactory full-time professional experience in the areas described in 1 above. Staff Analyst I & Staff Analyst II A master’s degree from an accredited college or university in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, or urban studies, or a Juris Doctor degree from an accredited law school;or A baccalaureate degree from an accredited college or university and two years of satisfactory full-time professional experience in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area;or An associate degree or completion of 60 semester credits from an accredited college or university and four years of satisfactory full-time professional experience as described in "2" above;or A four-year high school diploma or its educational equivalent and six years of satisfactory full-time professional experience as described in "2" above;or A combination of education and/or experience equivalent to "1", "2", "3", or "4" above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college or university for one year of experience. However, all candidates must have a high school diploma. Special Note To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in "2" above. Desired Skills Strong analytical, quantitative, and critical-thinking skills with the ability to interpret and communicate complex data clearly. Excellent presentation, communication, and writing skills. Proficiency in technical writing, data analysis, and data visualization Fluency in Microsoft Office Suite (Word, Excel, PowerPoint) Proficiency in mapping and graphics applications (Adobe Illustrator, ArcGIS/QGIS, Remix) An understanding of general transportation planning concepts Strong organizational skills with attention to detail and the ability to manage multiple priorities simultaneously.
