Applies processes, procedures and principles to integrate 19 AF goals, objectives and desired effects into mission and organizational areas.Prepare and documents the technical and economic data to support the acquisition of complex, multi-functional 19 AF lines of efforts, programs, and services for the AF and Command. Manages specific 19 AF projects as required.Develops, reviews, and revises 19 AF materials and key performance indicators. Studies and analyses result in 19 AF training products of multiple functional specialty area lines at various levels of complexity and these products AFFECT a considerable number and variety of users.Directs, coordinates, and oversees project/study work. Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff and subordinate unit organizations to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned programs. Serves as the project leader for enterprise level projects as a subject matter expert (SME).Represents the Command to all levels within the DOD, AF, and contractors/industry. Overtime and/or emergency overtime may be required.The employee may be required to carry an electronic device (cellular phone/pager) to facilitate contact 24 hours per day 365 days per year unless on official leave or TDY.Work may occasionally require travel away from the normal duty station on military or commercial aircraftMust be able to obtain and maintain a secret clearanceDepending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of the mission; comprehensive knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of agency program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating the worth of program accomplishments; Knowledge and skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of program operations to devise organizational structuring options for complex, diverse organizations and to measure and improve program effectiveness and/or organizational productivity. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:Expert knowledge in the application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of AF 19 AF.Comprehensive knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of agency program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating the worth of program accomplishments. Knowledge of DoD/Air Force planning requirements; analysis models and techniques; and Planning, Programming, and Budgeting System (PPBS).Knowledge of acquisition and contracting processes such as program management principles; writing Statements of Work (SOW), Statements of Objectives (SOO), and Performance Work Statements (PWS); ordering contractor data; performing technical evaluations of contractor proposals; and evaluating contractor performance.Knowledge and skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of program operations to devise organizational structuring options for complex, diverse organizations and to measure and improve program effectiveness and/or organizational productivity.Ability to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy.PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
