Oracle Cloud Business Systems Analyst / Finance

The Finance Business Systems Analyst serves as a key member of the IT Functional Team, providing analytical, technical, and operational support for Oracle Cloud and boundary systems. The incumbent partners with campus stakeholders to analyze business processes, define system requirements, and ensure that HR technology solutions effectively support institutional goals. The Business Systems Analyst is a techno‑functional expert for UCSF's enterprise Oracle Cloud ERP platform, acting as a liaison between business users, IT technical teams, and Oracle support. The analyst ensures system configurations, integrations, and enhancements align with UCSF’s operational goals, compliance standards, and financial policies. This position requires not only technical and functional ERP expertise but also strong institutional knowledge of UCSF business processes, operational structures, and policy frameworks. The analyst plays a critical role in designing, configuring, testing, and maintaining Oracle Cloud ERP solutions to support efficient, compliant, and scalable business operations across the university. As the primary liaison between Finance business units, IT, and Oracle Support, the analyst ensures system functionality and reporting align with UCSF’s accounting policies, internal controls, and compliance standards. Department Overview The mission of the UCSF Information Technology (UCSF IT) organization is to deliver full IT services and related systems for faculty, staff, and students, the UCSF Foundation, all University departments, and any outside entities that have a business relationship with the University. The Information Technology Enterprise Applications team supports enterprise‑wide business applications, including PeopleSoft Financials, Allscripts procurement and payables systems, BearBuy procurement system, IT Recharge system, and other financial reporting tools. They ensure the day‑to‑day operation of these systems as well as the implementation of new enhancements due to organizational need. Responsibilities Oracle Cloud ERP Functional Analysis and Configuration Independently work with functional stakeholders to gather and analyze business requirements, understand process needs, and identify how systems can support operational objectives. Apply business process and analysis expertise to define system scope and objectives that support departmental goals and technical constraints. Analyze business processes and draft specifications for system changes; provide input on potential procedural updates in collaboration with functional teams. Collaborate on the design of system solutions that enhance business operations and meet key functional requirements. Support analysis of system integration needs and assist in developing or updating interface documentation between internal and third‑party systems. Participate in quality assurance efforts to verify that proposed solutions meet requirements and create detailed test plans, cases, and scripts. Serve as a functional subject matter expert for assigned Oracle Cloud ERP module(s), applying system knowledge to support end‑to‑end business processes. Partner with business stakeholders to translate functional requirements into Oracle Cloud configurations and setups that align with system capabilities and Oracle Cloud best practices. Perform system configuration within Oracle Cloud ERP to align with business needs, including workflow setup, approvals, and data structures. Identify and manage interdependencies between Oracle Cloud modules and boundary systems (e.g., UCPath, UKG, Epic). Coordinate with IT technical teams on interface requirements, data mappings, and conversions between Oracle Cloud and external systems. Manage system‑level changes such as chart of accounts updates, new flex fields, lookups, or data capture configurations, ensuring proper governance and documentation. Provide Tier‑2 operational support, troubleshooting, and issue resolution in partnership with Oracle Cloud support and internal IT teams. Monitor quarterly Oracle Cloud releases, assess functional impacts, and coordinate regression testing and configuration updates. Contribute to Oracle Cloud training, change management, and user readiness by providing process documentation, demonstrations, and job aids as needed. Maintain system documentation including configuration records, field definitions, navigation guides, and user manuals. Act as the focal point for triaging and prioritizing system issues and enhancement requests. Recommend and implement process improvements leveraging Oracle best practices and new functionality. Partner with business leaders to drive automation, standardization, and operational efficiency initiatives across UCSF. Manage long‑term enhancement and upgrade planning for Oracle Cloud ERP modules. Project Management & Implementation Lead the delivery of Oracle Cloud ERP enhancements, integrations, and upgrades. Coordinate project activities across multiple UCSF business and technical teams to ensure alignment and timely delivery. Develop and execute test plans, test cases, and test scripts for system, integration, and user acceptance testing. Participate in quality assurance efforts to verify that proposed solutions meet documented requirements, track, document, and manage defects and resolutions throughout testing phases. Secure stakeholder sign‑off on functional and testing deliverables. Ensure data privacy and security considerations are addressed in system design in collaboration with IT security and compliance teams. Reporting & Data Management Develop and maintain OTBI and BI Publisher reports, dashboards, and analytics to support operational and management reporting. Ensure data integrity across integrated systems and manage interfaces between Oracle Cloud ERP and other UCSF enterprise applications. Continuous Improvement Monitor Oracle Cloud quarterly release updates and assess impacts on UCSF configurations and business processes. Recommend and implement process improvements leveraging Oracle best practices and new functionality. Partner with business leaders to drive automation, standardization, and operational efficiency initiatives across UCSF. Required Qualifications BA degree in Business, Accounting, or Finance, or BS in Computer Science, Information System, or related field and five or more years of directly related experience; and/or equivalent experience/training. Three or more years of experience with relational database, SQL, or system development life‑cycle projects; and/or equivalent experience/training. Three or more years of experience as a Business Systems Analyst or equivalent role supporting Oracle Cloud Financials, including but not limited to General Ledger, Fixed Assets, Cash Management, and PPM. Advanced knowledge of business and process analysis methodologies (e.g., eliciting requirements, gap analysis, root cause analysis). Expertise in translating business needs into clear functional specifications and system configurations. Advanced skills in process design, software configuration, and system modification from requirements gathering to deployment. Proficiency in system testing, data validation, and issue triage across multiple functional domains. Demonstrated effective communication and interpersonal skills. Demonstrated ability to communicate technical information to technical and non‑technical personnel at various levels in the organization. Demonstrated experience as a senior resource assisting in the definition of systems strategy, gathering and documenting business requirements, leading fit‑gap analysis, as‑is and to‑be business process designs, conference room pilots (CRPs), functional configuration, testing, and client user training. Preferred Qualifications One or more years of experience in an organization comparable to UCSF in terms of budget, size, complexity, scope of operation, and accounting systems. Ten years related experience. Knowledge of finance systems and processes within a healthcare and/or higher education environment.
