The salary is dependent upon the location of hire: Anchorage = $2,608.00 Bi-weekly Juneau = $2,738.40 Bi-weekly
What You Will Be Doing
As DPS's new Payroll Services Supervisor, you will take on a central leadership role, working closely with the HR Business Partner and Division of Administrative Services management while overseeing all payroll functions for the agency. This position supervises a small team of four HR Technicians, ensuring accurate and timely processing of payroll actions, timesheets, and other cyclical tasks. The team is located between Anchorage and Juneau will focus on agency-specific needs while maintaining compliance with state laws, collective bargaining agreements, and regulations affecting both covered and non-covered employees.
In this hands-on supervisory role, you will lead, coach, and develop your team while fostering a healthy, sustainable workplace culture that supports work-life balance. You will act as the agency's primary payroll certifier, maintaining strong internal controls and data integrity, and handling complex payroll tasks while training staff to grow their capabilities. Additionally, you will collaborate with the HRBP and Department of Administration to provide policy guidance and technical expertise, particularly as the State's subject matter expert on payroll processes.

The Working Conditions You Can Expect
This position is located at the Department of Public Safety building in either Anchorage or Juneau. The daily work environment consists of a small team of task-driven individuals. The incumbent will work closely with team members to support the mission. Some travel will be required to fulfill job duties. Work outside of normal business hours may be needed on occasion. After a successful training period, this position may be eligible for a hybrid telework arrangement.

Any combination of education and/or experience that provides the applicant with competencies in:

- Personnel and Human Resources: Knowledge of hiring, classification, benefits, labor relations, negotiation, and Federal, state, and local employment regulations.
- Supervision: Plans, distributes, and monitors work assignments; sets task priorities; evaluates work performance and provides feedback to others on their performance; ensures that staff are appropriately selected, utilized, and developed, and that they are treated in a fair and equitable manner. Equivalent to those typically gained by: Any combination of preparatory post-secondary education and/or progressively responsible experience in payroll services, human resource management, business administration, supporting management in running an organization/enterprise or supporting professionals working in human resources (such as recruitment, payroll, classification and compensation, employee and labor-management relations, employer provided benefit programs, employment law compliance, or employee training).

Special Note: The State of Alaska is realigning payroll services by decentralizing payroll functions for seven (7) departments, including the Department of Corrections. The incumbent of this position will be initially appointed in the Department of Administration, Division of Finance and may initially be physically located within the Department of Administration. The position will transfer effective July 1, 2026.
Background Check: This position requires the incumbent to submit to a fingerprint based criminal history background check. Due to the sensitive nature of this position, and required access to APSIN, an applicant with criminal convictions will not move forward in the selection process.
Confidentiality Agreement: The successful candidate will be required to read, understand, and agree to via signature, an agreement of confidentiality concerning the work commonly encountered within the Department of Public Safety to qualify for this position.
