We are looking for an experienced Human Resources Manager to support a local government organization in Maple Grove, Minnesota through a Contract position. This role will oversee key HR operations, including employee relations, benefits administration, recruiting, and onboarding, while helping ensure policies and practices align with organizational needs. The ideal candidate brings strong judgment, a service-oriented mindset, and the ability to manage sensitive personnel matters with professionalism and discretion.

Responsibilities:

• Guide managers and employees on workplace concerns, policy interpretation, and employee relations matters to support a positive and compliant work environment.

• Administer day-to-day human resources operations, including employee records, HR documentation, and coordination of standard HR processes.

• Manage benefits-related activities such as employee enrollment support, questions on available programs, and issue resolution with providers or internal stakeholders.

• Lead onboarding activities for new hires by coordinating required documentation, orientation steps, and a smooth transition into the organization.

• Oversee full-cycle recruiting efforts, including job postings, candidate screening, interview coordination, and hiring process support.

• Maintain and update HRIS records to help ensure data accuracy, reporting reliability, and efficient personnel administration.

• Partner with leadership on labor relations topics, helping address contract-related questions, workplace issues, and appropriate follow-up actions.

• Support compliance with employment laws, internal policies, and public-sector HR practices through consistent administration and documentation.

• Experience serving in an HR Manager or similar human resources leadership capacity.
• Strong background in employee relations, including handling sensitive workplace matters with sound judgment and discretion.
• Working knowledge of HR administration processes, benefits support, and employee lifecycle activities.
• Experience using HRIS platforms to maintain records, track personnel data, and support reporting needs.
• Demonstrated success with onboarding and full-cycle recruiting in a structured organizational environment.
• Familiarity with labor relations principles and the ability to support employee and management discussions effectively.
• Strong communication, organization, and problem-solving skills with close attention to detail.
• Ability to work effectively in a local government or similarly regulated environment is preferred.
