Director of the Area Agency on Aging

About This Role Prince William County Government is seeking a visionary leader to serve as Director of the Area Agency on Aging. The successful candidate will be a member of the Executive Management team and oversee the operations of the Area Agency on Aging (AAA), guiding critical programs that advocate for, educate and support older adults, their families, and caregivers. The Agency serves the tri‑jurisdictional communities of Prince William County, the City of Manassas, and the City of Manassas Park, and is a vital member of a nationwide network of more than 670 organizations committed to aging services. Skills This role requires a forward‑thinking leader who can apply advanced management principles, drive innovation, and lead multiple functions within the Area Agency on Aging. The Director will collaborate across the County, influence policy and program development, and provide leadership in addressing the evolving needs of older residents. In addition, the position serves as a highly visible community advocate, influencing policy, funding, and community awareness initiatives which entail strong public engagement skills and deep expertise in aging‑related issues. Responsibilities Provide executive leadership in planning, directing, and advancing a comprehensive system of services that meet the full continuum of needs for older adults, from active to frail populations. Lead the strategic implementation and oversight of all agency programs funded through local, state, and federal sources, ensuring alignment with organizational priorities and regulatory requirements. Serve as a high‑level advocate and thought leader for aging services, influencing policy, funding, and community awareness initiatives. Direct organizational structure, workforce planning, and talent development to build a high‑performing team. Analyze demographic trends, assess emerging needs, and secure resources to drive innovative, responsive programming. Collaborate with County leadership and cross‑functional departments to align aging services with broader organizational strategies. Interpret and communicate complex regulations, policies, and procedures to internal staff, stakeholders, and community partners. Establish agency‑wide goals, policies, and operational frameworks that drive accountability, efficiency, and service excellence. Oversee continuous evaluation and modernization of programs to reflect evolving trends, best practices, and community needs. Serve as the primary liaison to the Board of County Supervisors, providing expert guidance on aging‑related initiatives and issues. Ensure performance accountability by monitoring and evaluating programs funded through the Older Americans Act and other sources. Provide executive oversight of all reporting, documentation, and compliance requirements across local, state, and federal levels. Lead development of strategic plans, grant proposals, and funding narratives to sustain and expand services. Direct fiscal strategy, including integration and oversight of County and federal budgets, ensuring long‑term financial sustainability. Partner with the Commission on Aging, Disability Service Board, and community stakeholder groups to strengthen engagement and advocacy efforts. Represent the County at local, regional, state, and national forums, shaping policy discussions and maintaining awareness of regulatory changes. Identify systemic challenges and recommend legislative and policy solutions to enhance services for older adults. Champion outreach, education, and community engagement strategies to expand awareness and access to programs and services. Minimum Requirements High school diploma or G.E.D. along with 8 years of related experience in public administration, public sector management, social work, and human services policies, programs, and processes. Preferences Any combination of education and experience equivalent to a Master’s degree in public administration, sociology, psychology, gerontology or related field, with significant public sector management experience. Extensive knowledge of human services policies, programs, and processes. 9 or more years of experience delivering services to older adults, along with a strong background in program development, budgeting, personnel management, and staff development. The ideal candidate will have a proven track record working in complex human services organizations serving diverse populations. Special Requirements Required to pass a criminal background and DMV records check. The selected candidate is required to complete a Statement of Economic Interests pursuant to Va. Code 2.2‑3114, 2.2‑3115, and 2.2‑3116. Work Schedule Monday – Friday, 8:00 am – 5:00 pm, with flexibility to work additional hours as needed.
