Management and Program Analyst

DutiesThe following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.The incumbent works with Data and Analytics to develop strategies for growth, optimize operational processes, and prepare project plans to implement effective improvements. Meets with top-level managers and executives within Data and Analytics Compliance, and Business Units across the Service to define the overall goals and objectives for respective projects/initiatives.Conducts analytical studies on key programs, policies and/or procedures to formulate solutions to address issues. Determines business requirements to improve inefficiencies and delivers recommendations and determinations on how to proceed, including the methodology to be used, in improving business practices and processes.Conducts in-depth analyses of data, requirements, documented processes, and readily available information Identifies problem areas and develops solutions and/or recommendations to resolve them.Takes a leadership role in influencing and developing policy and guidance and makes recommendations to improve the effectiveness of organizations during and after the completion of analytical studies and projects. Negotiates on policy matters involving organizational or operational areas.Continually evaluates the effectiveness of ongoing activities, and considering program objectives, makes recommendations to adapt and vary program activities based on analysis of findings.
