Description
Normally an employee will be appointed at the first step of the salary range established for their classification. The city may make an appointment above the first step at the sole discretion of the city.
GENERAL STATEMENT This position participates as a member of a team responsible for the routine preventative, corrective, and predictive maintenance of: the City's Water Treatment System (WTS) including well field, treatment plant, booster station, reservoirs, springs and booster stations; and Wastewater Treatment System (WWTS) including pump stations and Class IV treatment plant, and all associated equipment.
SUPERVISION RECEIVED Works under the general supervision of the Operations Supervisor, with daily scheduling and progress monitoring by the Senior Plant Mechanic.

ESSENTIAL DUTIES AND RESPONSIBILITIES
EDUCATION AND EXPERIENCE: Graduation from high school or GED equivalent.
Some experience in a Water/Wastewater Treatment facility or experience in an industrial environment performing maintenance tasks preferred.
Limited Maintenance Electricians License (LME) preferred.
Any equivalent combination of education and experience which ensures the candidates ability to perform the essential functions of the job may be considered.
SPECIAL REQUIREMENTS:
Valid state driver's license with the ability to obtain an Oregon CDL within 18 months of hire. Possession of, or ability to obtain, certifications in First Aid and CPR, Confined Space Entry, and Forklift operation.
Selected candidate will be required to successfully pass a pre-employment physical which includes drug screening, and successfully pass the City of Newberg Fit for Duty Testing; job related tests as may be required. Must successfully pass a criminal history background check. This position is considered a "First Responder" which may be considered essential personnel. This means that in the event City offices close due to inclement weather, etc., you are still required to report to work for your scheduled shift, as well as any overtime or extra hours required.
This position is subject to a rotating "on-call" schedule after training has been completed. KNOWLEDGE, SKILLS & ABILITIES:

TOOLS AND EQUIPMENT USED Operation of motor vehicles including trucks, crane truck, Vactor truck, forklifts, wheel loaders and utility vehicles is required, as well as operation of small tools, pumps, power equipment, etc. The use of personal protective equipment appropriate to the hazard will be required.
The position requires skill in the use of phone, personal computer and virtual desktop infrastructure environment (thin client computing), MS applications, including word processing, spreadsheet, scheduling, and other software, network-connected copy machine with scanning, and other office equipment.
PHYSICAL DEMANDS The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. This position requires frequent standing, walking, climbing, kneeling, sitting, reaching, and manipulating objects, tools or controls. Must be able to work in confined space areas and to wear the hazard appropriate personal protective equipment. Work will be performed indoors and outdoors in all possible weather conditions. This position may encounter exposure to biological, chemical, electrical, mechanical and noise hazards. Position will be subject to "on call" status and emergency response after normal duty hours. Will require working on weekends and holidays at various times.

ESSENTIAL DUTIES AND RESPONSIBILITIES
- Performs preventative maintenance that includes equipment inspection, alignment, adjustment, exercising, rotation, lubrication, oil changes and cleanup.
- Performs predictive maintenance that includes temperature, sound and vibration monitoring and analysis.
- Performs corrective maintenance that includes troubleshooting, repair, rebuilding and replacement.
- Assists in limited electrical instrumentation control, maintenance, and repair.
- Assists in determining, ordering, and maintaining an inventory of parts and supplies.
- Assists in the scheduling of work orders and maintaining records using a computerized management system.
- Assists in maintaining a clean and organized workshop.
- Uses computer workstations to generate, log, retrieve and interpret information.
- Develops and maintains hazard analysis and safety practices.
- Coordinates mechanic duties with operations staff to maintain process integrity.
- Performs building maintenance and general housekeeping.
- Maintains proficiency and improves skills by attending training seminars and conferences.
- Exercises appropriate independent judgment and corrective action in a timely manner in response to equipment malfunctions, chemical spills, potential permit violations and other emergencies.
- Abides by the rules and regulatory guidelines established by The City of Newberg, OR-OSHA, EPA, DEQ and the Oregon Health Authority specific to the operation of the WTS and WWTS.
- Maintains proficiency by reading materials and attending meetings, seminars, training conferences, and meeting with others in areas of responsibility.

- Working knowledge of computers and software programs. Skill in the utilization of MS Office products (Word, Excel, Outlook, etc.) and database software.
- Ability to drive standard and automatic trucks and to operate a forklift.
- Ability to diagnose, troubleshoot, repair, align, and rebuild various types of equipment, including hydraulic, pneumatic, electric, and mechanical valves, pumps, compressors and motors.
- Knowledge of routine preventative, predictive, and corrective maintenance methods.
- Knowledge of current Federal, State, and City of Newberg laws and regulations applicable to the responsibilities of the position.
- Skills in the proper use of mechanics tools and instruments.
- Skill in reading and understanding technical manuals, blueprints, and drawings.
- Ability to properly use any appropriate personal protective equipment including respiratory protection.
- Ability to communicate effectively both orally and in writing with the public, members of outside agencies, and employees.
- Ability to work well, both independently and as a team member.
- Ability to establish and maintain positive and cooperative working relationships with City staff, other organizations, and the general public.
- Ability to work a rotating "on-call" schedule and weekend shifts after training has been completed.
