Neighborhood Services DirectorCity of Covington, KYDepartment: Community DevelopmentDivision: Neighborhood ServicesLocation: City HallFull-timeHours: Monday through Friday, 8:00am – 4:30pm.Salary Range: $105,000 - $130,000SUMMARY:Under the general supervision and direction of the Executive Director of Community Development, the Neighborhood Services Director is responsible for managing the day-to-day neighborhood services activities for the City of Covington. This position provides functional oversight of housing and community development grant programs, code enforcement, parks and recreation, as well as various strategic projects like management and disposition of City-owned real estate, a neighborhood grant program, and other special projects.Housing and community development programs include those funded by the U.S. Department of Housing and Urban Development including the Community Development Block Grant Program, and the HOME Program (City and Consortium).The Director is also responsible for leadership, direction, and implementation of high-level projects and other strategic initiatives, as assigned, that are vital to the continued revitalization of the City.Manages staff and all other resources of Neighborhood Services.ESSENTIAL DUTIES AND RESPONSIBILITIES: These tasks are typical for this position and may include, but are not limited to, the following:Plan and organize work to meet schedules and timelines by working directly with the Executive Director and independently with minimal supervision.Establish goals and objectives and evaluate the degree to which they are achieved.Conduct research, prepare and submit administrative reports, studies and grant applications.Manage various procurement processes (RFPs, RFQs, IFBs).Implement best practices and make recommendations regarding policy issues and matters of concern.Assess community needs and develop and adjust programs and activities accordingly.Manage special projects and initiatives assigned by Executive Director or at the request of the City Commission.Prepare and manage budgets; align resources adequately to deliver on goals and objectives; monitor and manage expenditures.Provide administrative oversight for implementation of the department’s goals and strategies.Supervise staff including development of annual goals and objectives, providing guidance, and monitoring progress toward goal achievement.Present to City Commission, community and business groups, and the public on various neighborhood projects, programs, issues, concerns, etc.Other duties as assignedGRANT ADMINISTRATION:Review recommended policies regarding recreation, CDBG and HOME programming, and projects. Develop and implement short- and long-term housing strategies, in collaboration with CDBG and HOME programming, public/private partnerships for development, greenspace and recreation projects, and programming. Oversee the creation of the CDBG Five-Year Consolidated Plan and the accompanying Annual Action PlansPROJECT LIASON:Represent the department to outside groups and organizations, participate in outside community and professional groups and committees, form partnerships and provide technical assistance as necessary. Coordinate department functional duties with allies in the community who have common interests and diverse skill sets and combining assets and resources. Communicate with staff, Department Directors, Mayor, City Manager, City officials, and others regarding policy issues and matters of mutual concern. Assess community needs and develops and adjusts programs and activities accordingly.BUDGET PREPRATION:Review needs, programs and projects; evaluate budget projections; develop budgets; attend budget meetings; monitor expenditures and revenues.PERFORMANCE STANDARDS:Employees at all levels are expected to work effectively together to meet the needs of the community and the organization through work behaviors demonstrating the City’s values. Reasonable accommodation may be made to enable individuals with disabilities to perform the essential functions.EDUCATION and/or EXPERIENCE:Graduation from an accredited college or university with a bachelor’s degree in business administration, public administration or planning, or a closely related field.Five (5) years of increasingly responsible experience which must include three (3) years in a managerial role in a public or private organization.CERTIFICATES, LICENSES, REGISTRATIONS:Possess and maintain a valid driver’s license.KNOWLEDGE, SKILLS AND ABILITIES:Knowledge of leadership principles to retain, motivate, and engage staff.Ability to engage a diverse group of stakeholders.General knowledge of community recreational facilities, activities, and group dynamics.General knowledge of modern principles and practices of housing development and programs.General knowledge of neighborhood dynamics and the importance of recreation, code enforcement, and housing and community development activities.General knowledge of principles and practices of grant applications.Ability to analyze situations accurately and recommend an effective course of action or present alternative solutions.Negotiating skills and techniques; consensus building skills, customer service skills and techniques, effective use of interpersonal skills in a tactful, patient, and courteous manner.LANGUAGE SKILLS:Ability to read, analyze and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from residents, regulatory agencies or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or board of directors.MATHEMATICAL SKILLS:Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, fractions and decimals. Ability to work with mathematical concepts such as probability and statistical inference. Capacity to compute rates, ratios, percentages, and create and interpret various types of graphs.REASONING ABILITY:Ability to define problems, collect data, establish facts, and draw valid conclusions.
