Community Outreach Specialist – Spanish Speaking 

Overview 

Texas Care Centers is expanding across Texas, and we are looking for a motivated, outgoing Community Outreach Specialist to help connect children, adults, and families with the behavioral health services and resources they need. 

This is not a desk job. We are looking for someone with heart, hustle, strong communication skills, and a genuine passion for helping people. You will spend time in the community building relationships, attending events, networking with community organizations, distributing information, and helping families learn about available services. 

The ideal candidate will be bilingual in English and Spanish and comfortable communicating with Spanish-speaking families and community partners. Because many of the communities and families we serve are available outside of traditional business hours, evening and weekend availability is required for community events and outreach opportunities. 

As an independent contractor, you will have flexibility in your schedule while being responsible for meeting outreach expectations, maintaining professional communication, documenting outreach activities, and representing Texas Care Centers appropriately in the community. 

Key Responsibilities  

As a Community Outreach Specialist, you will: 

• Implement outreach strategies to increase awareness of Texas Care Centers and our behavioral health services. 
• Build and maintain relationships with schools, daycares, apartment communities, churches, community organizations, WIC offices, local businesses, healthcare providers, and other approved referral sources. 
• Identify new community outreach, networking, and engagement opportunities. 
• Attend and represent Texas Care Centers at approved community events, health fairs, school events, resource fairs, festivals, and other outreach activities. 
• Distribute approved marketing materials throughout the local community. 
• Engage with families and individuals to provide information about Texas Care Centers' services and answer general questions. 
• Assist prospective clients and families with navigating the intake process and connecting with the appropriate Texas Care Centers team members. 
• Follow up with prospective families and community contacts as appropriate. 
• Communicate professionally with prospective clients, families, community partners, and Texas Care Centers staff. 
• Develop and maintain relationships with community organizations and potential referral partners. 
• Maintain accurate records of outreach activities, community contacts, events attended, and assistance provided to prospective families. 
• Submit required outreach and documentation in a timely manner. 
• Participate in outreach meetings, training, and other activities as requested. 
• Maintain compliance with Texas Care Centers policies, Medicaid requirements, HIPAA requirements, and applicable healthcare marketing and privacy regulations. 
• Protect the confidentiality of all client and prospective client information. 
• Represent Texas Care Centers in a professional, positive, and compassionate manner at all times. 

Bilingual Requirement 

Spanish-speaking/bilingual candidates are strongly preferred and encouraged to apply. 

The ideal candidate should be comfortable: 

• Speaking and communicating professionally in both English and Spanish. 
• Communicating with Spanish-speaking children, adults, parents, caregivers, and community partners. 
• Providing information about Texas Care Centers' services to Spanish-speaking families. 
• Building relationships with Spanish-speaking community organizations and referral sources. 
• Helping reduce language barriers that may prevent families from learning about available behavioral health services. 

Evening & Weekend Availability  

Community outreach does not always happen during traditional business hours. The ability to work evenings and weekends is an important requirement of this position. 

Outreach activities may include: 

• Evening community events 
• Weekend health and resource fairs 
• School and community events 
• Apartment community events 
• Family-focused events 
• Local festivals and neighborhood events 
• Community networking opportunities 
• Other approved outreach initiatives 

Schedules will vary based on community events and outreach opportunities. Flexibility is important. 

Compensation 

This is a performance-driven independent contractor position. 

Community Outreach Rate  

• $18 per hour for approved community outreach activities, including community events, health fairs, networking activities, approved outreach initiatives, and other authorized community engagement activities. 
• Evening and weekend outreach opportunities may be available based on community needs and scheduled events. 
• Hours must be approved and properly documented in accordance with Texas Care Centers' contractor procedures. 

Performance Incentives 

Contractors may be eligible for additional performance-based compensation for achieving approved outreach objectives, such as: 

• Community engagement 
• Development of community partnerships 
• Participation in outreach initiatives 
• Timely and accurate documentation 
• Responsiveness and follow-up 
• Consistent participation in approved outreach activities 
• Achievement of other established performance measures 

Compensation is not paid in exchange for patient referrals and is not contingent upon an individual's decision to select Texas Care Centers, enroll in services, or receive Medicaid or other healthcare services. 

Independent Contractor Status 

This is an independent contractor position. Contractors are responsible for their own applicable taxes and expenses unless otherwise specifically agreed upon. 

No employee benefits are provided, including health insurance, retirement benefits, paid time off, or paid holidays. 

Qualifications 

The ideal candidate will have: 

• Bilingual English/Spanish communication skills strongly preferred. 
• Strong verbal and written communication skills. 
• Excellent interpersonal and relationship-building skills. 
• A professional, friendly, and approachable personality. 
• Ability to communicate effectively with diverse communities and populations. 
• Ability to work independently with minimal supervision. 
• Strong organizational and follow-up skills. 
• Reliable transportation and the ability to travel locally for outreach activities. 
• Ability to attend evening and weekend events when needed. 
• Comfort speaking with families, community leaders, businesses, and organizations. 
• Basic computer and smartphone skills. 
• Ability to accurately complete and submit required documentation. 
• Previous experience in community outreach, healthcare, behavioral health, social services, marketing, sales, recruiting, nonprofit work, or a related field is a plus.
