Position Title:              Co-Deputy Chief Investment Officer

Position Summary:
This position oversees and safeguards the investments and operations of the Office of the Illinois State Treasurer as well as any other tasks assigned by the Chief Investment Officer (CIO). The Co-Deputy Chief Investment Officer (DCIO) assists the CIO and their designees in the development, manager selection, asset allocation, risk management, communication, and implementation of all investment strategies for the investment portfolios that include, but are not limited to, the Public Market investment portfolios and the Private Markets Impact investment portfolios of the Office of the Illinois State Treasurer.

Duties and Responsibilities:

• Advises the CIO on investment theories and investment styles, quantitative strategies, active strategies and characteristics, and changing conditions of domestic and international markets;
• Makes strategic and tactical investment recommendations to the CIO, advising on a variety of sophisticated investment portfolio management strategies across each unique public market investment portfolio, programs, portfolio parameters, and models;
• Advise the CIO on suitable and authorized investment vehicles that comply with approved investment policies and provide the highest return, ensure the safety of principal and preservation of capital, and satisfy liquidity and cash flow needs;
• Collaborate with the CIO to develop and implement investment strategies aligned with organizational objectives and risk appetite.
• Assists the CIO, or their designee, in the periodic investment analysis, monitoring, and due diligence on distinctive investment frameworks, including the selection of investment options, underlying investment funds, glide paths, and underlying investment fee structures;
• Advise the CIO on prudent risk management practices to monitor and mitigate portfolio, interest rate, duration, liquidity, and credit risk through asset allocation and portfolio diversification, implementation of investment policy limits, investment due diligence, ongoing risk analysis, and risk management processes;
• Assists the CIO in management of the Treasury’s sustainable investment strategy and framework with the intent to further mitigate risk and maximize long-term returns;
• Supports the CIO in the management of the division’s operations group, evaluating operational workflow and recommending strategic changes;
• Assists the CIO in  management of the Investment division’s Equity, Diversity & Inclusion program, which seeks to increase business with minority, women, veteran, and disabled-owned (MWVD) investment and financial service providers, in compliance with Section 30 of the State Treasurer Act;
• Chairs or helps direct internal committees as assigned by the CIO or the Chair of the Investment Policy Committee;
• Provide leadership, guidance, and mentorship to the investment team, fostering a culture of collaboration, innovation, and continuous learning.
• Represents the Treasurer and testifies before the General Assembly or other governmental bodies directed by the CIO;
• Reviews, researches, and edits various procurement proposals, memoranda, and other communications regarding operational changes or initiatives;
• Communicate investment strategies, performance updates, and market insights to internal stakeholders, including senior management, investment committees, and board members;
• Fulfills various administrative functions, including performing timekeeping approvals and written evaluations for direct subordinates;
• Perform other duties as assigned or required which are reasonably related to the duties enumerated above.

Education and Work Experience:
Bachelor’s Degree in accounting, finance, or any related field; ten (10) or more years of progressively responsible experience in the fields of investments, banking/treasury management, accounting, budget and/or public finance; and three (3) or more years of experience managing a professional staff; OR any equivalent combination of experience, education and training that provides the required knowledge, skills and abilities to carry out the duties of the position. Advanced degree in business administration, finance, economics, public administration, public policy preferred. Public sector experience in the above-mentioned fields is desirable.

Certificates and Licenses Desired:

• Certified Public Accountant (CPA)

• Accredited Investment Fiduciary (AIF)
