Contract Administrator I - Sourcing and Value Analysis

Minimum Qualifications: Bachelor's degree in business administration, supply chain management, healthcare administration, or related field and three (3) years of relevant experience. An equivalent combination of education and experience relevant to the role may be considered for this position. Required: Must obtain C.P.S.M., C.P.P.B, C.P.P.O, CTCM, or an equivalent nationally recognized certification of professional credentials as deemed acceptable to UTMB within 18 months of appointment in title. Preferred Qualifications: Master's degree in business administration, supply chain management, healthcare administration, or a related field. Supply chain experience in an academic healthcare setting or government agency. Utilization of AI tools, including but not limited to Microsoft Copilot. Experience in using supply chain contract management software, Jaggaer, and PeopleSoft. Job Summary: The Contract Administrator I is a key member of the supply chain team responsible for executing strategic sourcing initiatives and managing the end-to-end contract lifecycle within the UTMB Supply Chain. Working in collaboration with category management, value analysis, and institutional stakeholders, this position drives high-value, compliant sourcing and contracting events, fosters relationships between parties, and ensures optimal contract outcomes that support UTMB's strategic goals and initiatives. Job Duties: Lead, design, and coordinate competitive sourcing events (RFP, RFQ, RFI), including developing bid packages, managing bid solicitations, conducting analyses, and making award recommendations for clinical, pharmaceutical, and non-clinical categories. Collaborate with clinical, operational, and financial stakeholders to define requirements and strategies that ensure the best value for UTMB. Develop and maintain robust sourcing documentation to ensure transparency, compliance, and defensibility of procurement decisions in line with federal, state, and industry standards. Track, monitor, and report on all contract obligations, milestones, rebates, and key performance indicators, ensuring continuous contract compliance and service delivery. Cultivate strategic partnerships with suppliers, negotiate contract terms that drive innovation, savings, and performance improvement across the supply chain. Evaluate supplier performance on quality, compliance, and value, implementing corrective actions and supporting ongoing relationship enhancement. Support ongoing process improvement initiatives aimed at streamlining sourcing activities and reducing the total cost of ownership. Serve as a mentor for contracting and procurement team members. Maintain clean and robust records in contract and data storage systems. Utilize data analytics and business intelligence to generate actionable insights on sourcing, supplier value, and contract performance for reporting to leadership. Prepare the department for contract-related audits and ensure all documentation is audit-ready, accurate, and accessible. Coordinate and assist in the preparation of data for reports and business reviews, and reporting dashboards. Stay current with market trends, regulatory requirements, and healthcare supply chain best practices to influence sourcing strategies and mitigate risk. Draft, review, and redline a variety of contract documents, ensuring accuracy, compliance, and appropriate risk allocation. Identify, assess, and mitigate contract and operational risks, escalating issues when necessary to leadership or legal. Marginal or Periodic Functions: Participate in UT System and UT Alliance activities and projects. Engage in departmental and UTMB process improvement projects. Other duties as assigned. Knowledge/Skills/Abilities: Advanced analytical and data interpretation skills. Highly proficient with Microsoft Excel (pivot tables, VLOOKUP, advanced data analysis), Power BI or similar business intelligence tools for reporting and improvement initiatives, Enterprise Resource Planning (ERP) systems, Smartsheet, and proficiency with contract management systems. Deep knowledge of contract management principles, healthcare procurement, and supply chain operations, with preference for experience in academic medical centers or government-regulated environments. In-depth understanding of healthcare regulations, public procurement laws, and compliance standards, including HUB (Historically Underutilized Business) program requirements and sourcing event protocols. Expert in managing end-to-end sourcing processes, including competitive bidding (RFP, RFQ, RFI) and documentation. Exceptional attention to detail and highly organized in managing contract obligations, milestones, and reporting requirements. Strong negotiation skills with proven ability to manage and strengthen vendor relationships, deliver cost savings, and drive value-based outcomes. Outstanding written and verbal communication abilities; skilled in preparing reports, executive summaries, and presenting findings to diverse audiences. Effective time management and prioritization skills, able to juggle multiple projects and deadlines in a fast-paced, cross-functional healthcare environment. Demonstrate independence and initiative, equally adept at collaborative team engagement. Skilled at interpreting and applying complex contract language, regulatory and compliance requirements, and supply chain standards. Experience in coaching, educating, and supporting stakeholders Decision-Making Responsibility: The Contract Administrator exercises judgment in coordinating, drafting, and interpreting contracts, making recommendations on bid awards, contract terms, and supplier performance to ensure compliance, value, and risk mitigation for the institution. This role collaborates with key stakeholders to resolve contract issues, implement corrective actions, and escalation complex matters as needed, maintaining accountability for day-to-day contracting decisions that support organizational objectives. Salary Range: Actual salary commensurate with experience. Work Schedule: Partial Remote, onsite a minimum of two days a week. Monday through Friday, 8 am to 5 pm, and as needed on occasion.
