PUBLIC HEALTH ADVISER - 51191 Eligibility: Only permanent employees in this title and those reachable on the Public Health Adviser Civil Service list are eligible to apply. Division and Program Summary The Division of Disease Control’s mission is to safeguard the health of New Yorkers through identification, surveillance, treatment, control, and prevention of infectious diseases. The Bureau of Hepatitis, HIV, and Sexually Transmitted Infections (BHHS) focuses on ending transmission, illness, stigma, and inequities related to viral hepatitis, HIV, and sexually transmitted infections. The Medical Monitoring Project (MMP) is an HIV surveillance system selecting a representative sample of HIV-diagnosed adults, including those not receiving HIV care, from registries in 23 state and metropolitan areas. MMP collects clinical and behavioral information to guide HIV prevention and service utilization. Position Details Work Hours: Tuesday to Thursday 12:00pm – 8:00pm; Friday and Saturday 9:00am – 5:00pm. Responsibilities Utilize various data sources to obtain contact information for sampled persons and conduct investigations to locate them. Engage in outreach to contact and recruit sampled persons to participate in the project. Conduct interviews with sampled persons using the standard MMP questionnaire. Perform medical record abstraction for sampled persons interviewed for MMP. Make appropriate referrals for persons needing linkage to HIV care and partner services and for ancillary services (e.g., housing). Record all activities timely in project databases. Minimum Qualifications A baccalaureate degree from an accredited college, including or supplemented by twelve semester credits in health education, or in health, social or biological sciences; A baccalaureate degree and six months of full-time satisfactory experience in a health promotion or disease intervention/prevention program, performing interviewing, conducting field investigations, assessing health risks, making referrals, or collecting and analyzing epidemiological data; A four-year high school diploma or its equivalent, and four years of full-time satisfactory experience as described in item 2; Education and/or experience equivalent to items 1–3. Undergraduate college credit can substitute for experience, based on 30 semester credits for one year of full-time experience. Additional Requirements: To be assigned to Assignment Level II, candidates must also have at least one year of experience as a Public Health Adviser, Assignment Level I, or at least one additional year of experience as described in Qualification Requirement 2. Preferred Skills Patient interview, contact tracing/partner notification, medical record review, and community outreach experience. Excellent written and oral communication. Fluent English and either Spanish or French/Haitian Creole preferred. NY State driver’s license highly desirable.
