Summary

This position is located at Walter Reed National Military Medical Center, Department of Graduate Dental and Medical Library in Bethesda, MD.

Supports readiness via patient care, education, and research with database access and literature searches. Hours: M-F, 0700-1700.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

Duties

Help

• Serves as an expert on-line bibliographic searcher with substantial acquisition responsibilities.
• Acquires monographs, government documents, and other information media through on-line vendor databases.
• Administers and implements purchase requests, Blanket Purchase Agreements (BPAs), and deposit accounts for the acquisition of published material.
• Provides assistance with document delivery/interlibrary loan using library systems.
• Instructs patrons in the use of the library and computerized resources available for public use.
• Maintains access to electronic and print resources, including registering and activating new e-resources titles.
• Educates library staff and library users on issues associated with electronic resources and monitors their usage.

• This position is designated as moderate risk involving Public Trust. Appointment to this position is subject to a background investigation including a credit check to determine suitability for Federal employment and/or the position.
• This position has mandatory seasonal Influenza vaccination requirements and is subject to annual seasonal Influenza vaccinations unless otherwise exempted for medical or religious reasons (documentation of exemption must be provided upon hire).
• Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
• This position requires the incumbent to have Tuberculosis testing.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic requirement: A full 4-year course of study that meets all the requirements for a bachelor's degree with major study in the subject-matter field of the position to be filled. (Note: You must attach a copy of your transcripts.)

OR

Four years of experience that provided a knowledge of the basic principles, theories, practices, techniques, and terminology of a discipline or subject-matter field; an understanding of the standard methods, procedures, and techniques of research and analysis in the subject-matter field; and where appropriate, ability to read and comprehend nontechnical material in one or more foreign languages. Such experience must have been equivalent to that which would have been gained through a 4-year college curriculum.

A combination of education and experience as described above.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes coordinating inter-library loan and document delivery services using library systems such as OCLC; compiling usage statistical reports; processing print and electronic acquisitions from purchase through cataloging; and maintaining, registering, and troubleshooting access to electronic resources, databases, and journals. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).

Education: 2 full years of progressively higher level graduate education or master's or equivalent graduate degree, e.g., LL.B. or J.D., related to the position.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
