Program Director

GovCIO is currently hiring a Program Manager to lead a large-scale integration effort supporting U.S. Navy communications. This position will be located in San Diego, CA, and will be a hybrid remote position requiring limited on-site support with the customer for task-related planning and reporting.ResponsibilitiesDirects all phases of programs from inception through completion. Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs. Participates in the negotiation of contract and contract changes. Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract. Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance. Develops new business or expands the product line with the customer. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications. Directs the work of employees assigned to the program from technical, manufacturing and administrative areas.Manages one or more programs of size and complexity, may manage an operating/field office, and supervises professional and technical personnel performing in their customary disciplines.Maintains aggressive efforts to achieve objectives.Prepares manpower staffing plans, including skill and labor mix, to support contract operations. May be responsible for recruiting, interviewing, and hiring staff.Monitors contract, subcontract, and funding; prepares forecasts of program financial performance.Acquires follow-on business associated with areas of responsibility and supports new business development by leading major proposals personally, or through subordinate program/project managers.QualificationsBachelor's with 8-12 years (or commensurate experience)Required Skills and ExperienceClearance Required: SECRETCertification Required: PMPExperience supporting NIWC PAC and interfacing with Program Office-level senior leadershipExperience managing large-scale integration projects with a diverse team of prime and sub laborUnderstanding of U.S. Navy communications and engineering project execution and standardsExperience managing program level P&L; balancing finances; task scheduling; partner management; resource management; program performance analysis and reporting; and risk analysis and reportingExperience providing oversight to teams performing site surveys, system manufacturing, and integration efforts at multiple sites simultaneouslyMust be willing to travel (CONUS) up to 25% of the timeExperience developing business relationships with the U.S. Navy, ideally in Navy Region Southwest, and providing operations-level business development support for growth and proposal effortsPreferred Skills and ExperienceUnderstanding of U.S. Navy Submarine Very Low Frequency communicationsEstablished understanding of NIWC PAC and LANT relationships, standards, and processesSTEM-focused bachelor's degree#NSS#DLPosted Salary RangeUSD $170,000.00 - USD $190,000.00 /Yr.
