Project Summary The Project Director – Systems Integration is a key part of the Amtrak team delivering the $16B Hudson Tunnel Project (HTP). The Director will plan for and lead the integration of all Hudson Tunnel subsystems into the existing Northeast Corridor and New York Penn Station infrastructure as part of the Amtrak HTP Systems & Fit‑Out team. The role requires advanced knowledge of systems engineering, railroad operations, SCADA, and rail systems disciplines. Responsibilities include developing plans for Rail Activation and Safety Certification and leading the activities necessary for commissioning of the Hudson Tunnel. The Director will analyze and report project metrics to senior staff, governance committees, and external stakeholders. Essential Functions Develop, maintain, and implement the HTP Rail Activation plan. Work closely with the Engineer of Record (EOR) throughout the project lifecycle, engaging Amtrak stakeholders to resolve critical issues. Manage internal and external interfaces with the Amtrak Systems & Fit‑Out package using formal interface management. Support the formation of third‑party contractor bid documents related to interface management and HTP integration into Amtrak’s infrastructure. Manage Safety & Security activities to achieve final Safety & Security Certification. Prepare the new HTP infrastructure for operational readiness in compliance with Amtrak, FTA, and FRA regulations. Work with the Gateway Development Commission to maintain traceability of project requirements throughout design, construction, testing, and commissioning. Monitor project cost and schedules, report progress, and update project plans as needed. Identify, document, and evaluate changes based on cost, schedule, risk, and scope impacts, and support change control processes. Provide financial project performance and forecasting reports to senior executives and contribute data to annual Force Account planning activities. Establish collaborative partnerships among stakeholders for scoping, financial, and resource decisions. Develop and maintain required project management artifacts in accordance with Amtrak Project Management standards and applicable regulations. Maintain a teamwork environment and participate in professional group meetings, staying abreast of new trends and innovations in project management. Minimum Qualifications Bachelor’s degree required or equivalent combination of training, education, and relevant experience. 13+ years of relevant experience preferred. 11 years of prior relevant experience required. Preferred Qualifications Graduate degree. Infrastructure construction program management experience. Experience managing mega programs (>$500M) in the transportation industry. Experience testing/commissioning systems at Amtrak or another major passenger railroad. Knowledge, Skills, and Abilities Experience with integrated testing and commissioning of control systems infrastructure in a rail/transit environment. Strong understanding of industry‑standard systems engineering practices. Demonstrated experience working with SCADA for rail/transit infrastructure. Experience working in an operational rail environment and integrating systems into rail operations control centers. Experience with FTA‑compliant safety certification processes for new infrastructure. Ability to work effectively with internal and external stakeholders. Excellent oral and written communication skills. Mastery level program management practitioner with strong focus on collaboration and team building. Highly motivated and self‑directed. Excellent analytical, mathematical, and creative problem‑solving skills. Logical and efficient, with keen attention to detail. Ability to effectively prioritize and execute tasks while under pressure. Proficiency with Microsoft Office (Word, Excel, Visio, PowerPoint, MS Project). Environmental Conditions/Physical Demands Office building environment, cubicle setting. Stand, sit, bend, twist, and use file drawers as required. Mostly perform tasks at a computer. Ability to work under pressure. Travel to the active construction site as required. Salary and Benefits Salary Range: $163,000.00 – $211,140.00.
