This supervisory position is located within the Office of Industrial Base Resilience (IBR), supporting the Warfighting Investments, Resourcing & Execution (WIRE) directorate. The incumbent serves as a supervisor, responsible for leading teams focused on strengthening the competitive posture and long-term resilience of the U.S. Defense Industrial Base (DIB) in alignment with the National Defense Strategy.

Incumbents typical work assignments may include the following:

• Supervising, leading, and overseeing the conduct of data-driven industrial base analyses in coordination with Department of War (DoW) services, agencies, and the Office of the Secretary of War (OSW) components.
• Overseeing, leading, and directing teams in identifying, assessing, and prioritizing supply chain risks, vulnerabilities, and fragilities across major and sub-tier suppliers to inform DIB investments.
• Advising senior leadership on PPBE matters affecting industrial base readiness, workforce dynamics, and program transitions, evaluating budgetary impacts on supply chain resilience.

Qualifications

In order to qualify for this position, you must meet the requirements described below.

You may qualify at the NH-04 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-13 in the Federal Service (experience may have been gained in the private sector) which has given me the knowledge, skills, and abilities to successfully perform the duties related to the position being filled. Specialized experience is defined as: (1) Leading and overseeing data-driven industrial base analyses, including defining industrial base health metrics and integrating supply chain risk management, geopolitical intelligence, economic indicators, and Planning, Programming, Budgeting, and Execution (PPBE) data to inform policy and investment strategies. (2) Providing technical and staff support to cross-functional teams in identifying, assessing, and prioritizing supply chain risks, vulnerabilities, and fragilities across major and sub-tier suppliers to guide Defense Industrial Base (DIB) investments. (3) Collaborating with interagency, industry, and allied partners to develop mitigation strategies and implement industrial policies, to include supporting programs like the Defense Production Act Investments (DPAI) or the Industrial Base Analysis and Sustainment (IBAS) program. (4) Analyzing the impacts of industrial policy on defense systems, munitions, and emerging technologies, and drafting recommendations for legislation, Executive Orders, or federal acquisition regulations.(5) Advising senior leadership on PPBE decisions affecting industrial base readiness, evaluating budgetary impacts on supply chain resilience, and preparing high-impact reports, briefings, and decision-support materials for senior executives or Congressional inquiries.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, as part of their application package, a "certification" of active service in lieu of a DD-214, indicating the service member is otherwise eligible and will be discharged or released within 120 days from the date of submission..
