Associate Attorney

Associate Attorney – Health Research, Inc. (HRI) Compensation: M27 – $112,947.00 annually. Downstate adjustment: $4,000 annually for positions located in NYC, Nassau, Rockland, Suffolk, or Westchester (prorated for part‑time). Location: New York, New Jersey, Connecticut, Vermont or Massachusetts. Remote/hybrid possible; must reside within reasonable commuting distance of official work location. Application Deadline: June 11, 2026. Responsibilities Address all legal issues related to actual or potential public health emergencies. Provide legal advice on state and federal law matters. Draft agency regulations, proposed statutes, emergency and executive orders. Provide legal assistance to Department of Health staff. Coordinate with attorney representatives of other state, local, and federal government entities. Work on subject matter areas within the Office of Health Emergency Preparedness, Division of State EMS, and Division of Vaccine Excellence. Collaborate with other attorneys in the New York State Department of Health to ensure adequate coverage during emergencies. Brief Department of Health executive staff during actual or potential emergencies. Respond to emergencies as required, potentially working additional hours. Qualifications J.D. and admission to the New York State bar. At least two years of relevant experience. Preferred Qualifications Participation in Law Review during law school. Publication of Law Review articles. Experience providing Continuing Legal Education (CLE) trainings. Experience in emergency preparedness at the local government level. Experience working at other state agencies involved in emergency preparedness (e.g., U.S. Department of Homeland Security). Conditions of Employment Grant‑funded position; compliance with funding requirements (time and effort reporting, grant and contract deliverables). Valid and unrestricted U.S. work authorization. No visa sponsorship available. Travel up to 10% of the time required. Hybrid work schedule allowed; occasional work on weekends, after‑hours, and holidays may be required.
