Deputy Tax Administrator - Collections

Salary Range: $148,767 - $223,150 This is an exempt position. Pay rates are based on education, skill, experience level and internal equity.

POSITION SUMMARY

Provides difficult technical and responsible administrative work in the supervision and management of the Tax Administrator’s office. This executive level position is responsible for making and leading policy decisions, overseeing activities, ensuring compliance with all applicable laws and guidelines, planning and preparation of operational budgets, strategic planning, and managing departmental initiatives; and is accountable for statutory responsibilities as indicated in the Revenue Laws and Machinery Act of North Carolina. Adheres to and enforces all federal, state, and local laws and ordinances related to the collections of property and business/gross receipts taxes for Mecklenburg County and the seven municipal jurisdictions within the County. Reporting to the Tax Administrator, and in collaboration with the Deputy Tax Administrator for Assessing, leads the administration of the office. Prepares and submits for Board of County Commissioner and Municipal governing boards/councils’ approval of the Annual Tax Collections Settlement. Prepares the annual Order of Collections for Board of County Commissioner and Municipal governing boards/councils’ approval. Provides regular updates of the status of all prior and current year collections. Develops and executes strategies for collection of delinquent taxes. Collaborate with department executive leadership and other county agencies to ensure the successful accomplishment of the County Tax Administrator’s key goals and objectives. Advise Tax Administrator on assessment strategic initiatives.

ESSENTIAL FUNCTIONS

Department Executive Leadership Team Coordinate and support all activities under the direction of the Tax Administrator, including cross divisional and cross team strategy, departmental communication plans, and enterprise initiatives. Back up the Tax Administrator in duties and assignments as requested. Advise, plan, and execute strategy, balanced scorecard initiatives, and departmental vision and mission directives. Assist in the development and management of the departmental operating budget. Collections Division Leadership Provide strategic leadership to Collections Division managers and staff, carrying out the Tax Administrator’s vision, mission, goals, strategies, expectations, and measures. Supervise, direct, and evaluate assigned staff; measure performance; and provide timely feedback, coaching, and performance management. Ensure onboarding, systems training, and process training are conducted, tracked, and up to date. Ensure employee concerns or problems are addressed appropriately and according to HR or internal policies. Standards and Administration Quality Standards and Processes: Establish and maintain quality standards governing the collections process, including staffing, metrics, training and review of collection activities for accuracy. Ensure all key responsibilities in the collections arena are documented. Refine processes and priorities as needed. Collections Training: Oversee training, certifications, continuing education requirements and advanced training. Provide oversight and direction for the implementation of programs and services administered by the Collections Division. Collections Legislation and Changes: Keep abreast of legislative changes and court decisions in tax collection and related areas and recommend adjustments and changes to methods and procedures as appropriate. Revenue Enforcement: Oversee, direct and manage the enforcement of delinquent taxes, including garnishments, attachments, bank levies, tax liens, foreclosure processes, and other statutory remedies. Exercise independent judgment and initiative in executing details of work. Develop tools, resources and processes to manage all aspects of revenue enforcement. Annual Settlement and Order of Collection: Responsible for preparing and submitting the Annual Tax Collections Settlement and the annual Order of Collection for approval by the Board of County Commissioners and municipal governing boards/councils. Processes: Confirm all key processes are documented, updated and communicated. Quality Control and Testing: Ensure internal controls for cash handling, payment processing, deposits, reconciliations and distribution of collections are tested and adhere to County and State requirements. Communications: Oversee the coordination of public outreach efforts and participate in meetings with groups, media and communities in Mecklenburg County regarding collections in support of the Collections managers and Tax Administrator. Key Collections Data Revenue Analysis: Analyze collection trends and delinquency data to develop defendable strategies for improving collection rates and ensuring equitable enforcement. Collections Database: Ensure the maintenance of the collections database, collection and analysis of information on payments, delinquencies, enforcement actions and other factors affecting revenue collection in Mecklenburg County. Service Delivery Excellence: Develop and consistently reinforce internal and external service quality including customer interactions, written communication, clear processes, timeliness and accuracy of responses to email, and accuracy in executing all processes that impact residents of Mecklenburg County. Equity: Interpret and equitably apply all laws, policies and service delivery consistently, according to policy and established procedures to all residents and employees. Build Relationships: Build relationships and find opportunities to collaborate with other departments to provide the highest level of service delivery.

MINIMUM QUALIFICATIONS

Experience: Eight (8) years of accounting, finance, tax collection or related experience, including two years of supervisory experience, or an equivalent combination of education, training, and experience. Education: Bachelor’s Degree in Finance, Accounting, Business or Public Administration or related field. PREFERRED QUALIFICATIONS
