Deputy Tax Administrator - Assessment

Salary Range: $148,767 - $223,150 This is an exempt position. Pay rates are based on education, skill, experience level and internal equity. Position Summary Provides technical and administrative work in supervising the Tax Administrator’s office. This executive level role makes policy decisions, oversees activities, ensures compliance, plans operational budgets, manages departmental initiatives, and is accountable for statutory responsibilities as required by the Revenue Laws and Machinery Act of North Carolina. The incumbent strategically leads property appraisal and assessment functions, overseeing reappraisal of more than 425,000 tax parcels and annual assessments of all taxable real and personal property. They enforce federal, state, and local laws related to assessment for Mecklenburg County and seven municipal jurisdictions, report to the Tax Administrator, and collaborate with the Deputy Tax Administrator for Collections and department executive leadership. Essential Functions Coordinate and support activities under the direction of the Tax Administrator, including cross‑divisional strategy and departmental communication plans. Back up the Tax Administrator in duties and assignments as requested and advise, plan and execute strategy, balanced‑scorecard initiatives, and departmental vision and mission directives. Assist in the development and management of the departmental operating budget. Provide strategic leadership to Assessment Division managers and staff, supervise, evaluate, and coach staff, and ensure onboarding, systems, and training are up to date. Establish and maintain quality standards for the appraisal process, including staffing, metrics, training, and review of assessments for accuracy. Oversee appraisal training, certifications, continuing education, and advanced training. Keep abreast of legislative changes and court decisions in tax assessment and recommend adjustments. Oversee, direct, and manage the reappraisal process, exercising independent judgment and initiative, and develop tools and resources. Maintain the Mecklenburg County Real Property Schedule of Values and related standards. Confirm all key processes are documented, updated, and communicated. Ensure revaluation data elements are tested and align with the Schedule of Values. Coordinate public outreach efforts and participate in meetings with media and communities regarding revaluation. Conduct sales ratio and market analysis to develop base land values, adjustment factors, and cost schedules. Maintain the sales database, collecting and analyzing information on real property sales, construction costs, and economic factors. Oversee appraisal and assessment of residential and commercial real property, business and personal property, audits, gap assessments, and registered motor vehicles. Develop policies and procedures for assessment and quality control, ensuring alignment with laws and guidelines. Oversee informal and formal appeals processes, training staff to evaluate valuation elements. Develop and reinforce internal and external service quality—including customer interactions and written communication. Apply laws, policies, and service delivery equitably to all residents and employees. Build relationships and seek collaboration with other departments to maximize service delivery. Minimum Qualifications Eight (8) years of progressively responsible commercial and residential appraisal experience, or complex appraisal program management with two years of supervisory experience. Bachelor’s degree in Finance, Accounting, Business Administration, Public Administration or a related field. Combination of relevant education and experience accepted. Valid North Carolina or South Carolina driver’s license. County driving privileges. Certified Real Property Appraiser II – NC Department of Revenue within one year of employment. Preferred Qualifications Master’s degree in a related field. IAAO designation such as CAE, RES, or AAS. Mass appraisal experience. Knowledge, Skills and Abilities Business and management principles, including strategic planning, resource allocation, human resources, leadership, and production methods. Customer service principles and customer needs assessment. English language structure, composition, and grammar. Legal codes, court procedures, precedents, regulations, and agency rules. Expertise in real and personal property assessment, appraisal, and exemptions. Business acumen using economic, financial, and market data. Skills Logical reasoning and decision‑making. Strong oral and written communication skills. Adjusting actions in relation to others’ actions. Sound judgment and organizational skills. Research, compile, and summarize statistical data.
