Facilities Operations Specialist

Architect of the Capitol

Summary

The position is located in the Architect of the Capitol (AOC), Office of the Chief of Operations, Superintendent, House Office Buildings, Assistant Superintendent, Tenant Services Division, Tenant Projects Branch. The incumbent serves as a Facilities Operations Specialist responsible for the identification and management of maintenance tasks required in the House Office Buildings. Schedules trades, craft and labor tasks for construction, renovation and installation projects.

Help

The tour of duty for this position is Monday - Friday 8:00 a.m. - 4:30 p.m. Hours may change due to operational needs of management.

Please Note: The selectee will be designated as an "Emergency Essential Employee" and will be required to work in emergency situations.

**Duties are stated at the GS-13 level. If selected at the GS-11 or GS-12, candidate will have non-competitive promotion potential to the GS-13.**

Duties include, but are not limited to:

  • Advise the Assistant Superintendent and Tenant Projects Branch Supervisor on the use of outside contractors as most reasonable course of action to accomplish specific aspects of a job or an entire work project when work cannot be performed by Architect of the Capitol staff.
  • Develop Statements of Work and Independent Government Estimates for procurement.
  • Perform contract management and surveillance tasks to ensure that contractors' performance complies with all contractual provisions.
  • Manage projects covering all crafts, trades and services.
  • Initiate inspection test procedures, contract modifications and standards checklists for evaluating contractor procedures and operations.
  • Review all work performed through completed work orders.
  • Submit fully documented reports covering all surveillance procedures, findings and documented instances of unacceptable contractor performance and provides recommendations to the Chief of Operations.
  • Develop and implement plans for performance of preventive maintenance, scheduled and unscheduled work and facility sustainment.
  • Oversee the operation and maintenance of the House Office Buildings, their utilities and grounds.
  • Prepare and manage work orders for client management expectation and shop coordination, including scheduling notes and closeout.
  • Review and analyze proposed and ongoing facility construction and alteration projects.
  • Serve as a technical expert for the Tenant Services Division, Tenant Projects Branch.
  • Conduct conferences with customers to establish organization priorities in order to prepare program budgets.
  • Evaluate and consider all relevant factors in planning facilities maintenance and repair operations.
  • Recommend options for preventive maintenance and major maintenance including approaches to be used.
  • Develop and implement a program to manage recurring work such as repetitive service calls.
  • Publish guidance to building occupants for providing notification of recurring services and requesting unscheduled services.
  • Develop notional and Gantt schedules for work within the House Office Buildings and coordinates these schedules with internal and external stakeholders.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

To qualify at the GS-11 level, your resume must clearly demonstrate that you have one full year (52 weeks) of specialized experience comparable in difficulty and responsibility to at least the GS-09 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis:
  • Conducting inspections of construction and renovation work;
  • Formulating plans for the most efficient use of staff resources; and
  • Monitoring project funding levels and reporting status. OR;
Have a Ph.D. or equivalent doctoral degree or at least 3 full years of progressively higher level graduate education leading to such a degree or an LL.M. To be qualifying, the higher-level graduate education must be in a major field of study with course work directly related to the work of this position. OR;

Have an equivalent combination of the above specialized experience and higher level graduate education that meets 100% of the qualification requirements for this position.

To qualify at the GS-12 level, your resume must clearly demonstrate that you have one full year (52 weeks) of specialized experience comparable in difficulty and responsibility to at least the GS-11 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis:
  • Managing a maintenance program for building complexes and/or other special-purpose installations, including planning maintenance activities, developing preventive maintenance programs, and/or budget planning;
  • Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability; and
  • Assisting in managing and directing contract administration activities to include monitoring contractor activities through personal contact and/or review of performance data to ensure compliance with technical, financial and delivery requirements of the contract.
To qualify at the GS-13 level, your resume must clearly demonstrate that you have one full year (52 weeks) of specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis:
  • Serving as an advisor for all issues related to facilities management, operations and maintenance, reliability-centered maintenance, continuous commissioning, utilities management and/or quality assurance and maintenance contract compliance;
  • Developing surveillance techniques and/or procedures to use in inspecting the work performed by contractors to determine efficiency, effectiveness, reliability, quality and timeliness factors; and
  • Serving as Contracting Officer's Representative (COR) or equivalent.

Education

There is no educational requirement for the Facility Operations Services series (1640); however, a bachelor's degree or higher from an accredited college or university is highly desirable.

Engineering background is highly desirable.

Special Instructions for Foreign Education :

Education completed outside of the United States must be deemed equivalent to that gained in conventional/accredited U.S. education programs to be acceptable for Federal employment.

Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part of foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree.

You must provide a copy of the letter containing the results of the equivalency evaluation with a course-by-course listing if selected.
