Supervisory Attorney Advisor (General)

Position Overview The Volpe Center Chief Counsel and Director, Office of Legal Services reports to the Director of the Volpe Center. This role provides legal services and representation for all aspects of the Center’s operations and programs, either personally or through subordinate staff. Conditions of Employment U.S. Citizen and eligible for consideration. Male applicants born after 12/31/59 must be registered for Selective Service. Excepted Service position; may be subject to a two‑year trial period. Government travel card required for official business. Background/security investigation may be required prior to onboarding. All employees subject to the Standards of Ethical Conduct for Employees of the Executive Branch. Qualifications To meet the minimum qualifications for this position, applicants must: Hold a qualified Law Degree (J.D. or equivalent) from an American Bar Association (ABA) accredited law school. Be an active member in good standing of the bar of the highest court of any state, territory, District of Columbia, or Commonwealth of Puerto Rico. Provide transcript(s) verifying law degree and meeting education requirements. Have specialized experience equivalent to the next lower grade (GS‑14) for the occupation, including legal advice and representation in areas such as acquisition, appropriations, employee ethics, employment law, and intellectual property. Knowledge, Skills and Abilities (KSAs) Communication : Provide legal guidance, analysis, and advice that promotes compliance; build relationships across the organization and beyond; communicate legal concepts clearly. Legal Advisory : Offer full range of legal advice and represent the organization in complex employment issues and alternative dispute resolution; knowledge of state and federal employment laws, regulations, guidelines, and precedents. Litigation/Representation : Represent the organization in complex employment matters before EEOC, FLRA, MSPB, or federal courts. Supervision/Management : Supervise staff, conduct performance evaluations, guide attorney workforce, and manage office operations, logistics, and finances. Education Ald fully completed a law degree from an ABA‑accredited institution. Member in good standing of a state, territory, District of Columbia, or Commonwealth of Puerto Rico bar.
