Program Analyst

Summary This position is located within the Business Office of the James H. Quillen VA Medical Center (VAMC), Mountain Home, TN. The primary purpose of this position is to support related to clinic profile management and assist the Clinic Profile Manager with the clinic maintenance process for the facility program and to act as a Program Application Specialist for the Business Office. Responsibilities The Program Analyst assists in monitoring and conducting annual reviews of accuracy of clinic profiles to ensure assigned clinics capture and transmit workload accurately for maximum reimbursement, and workload credit. Works with clinic to monitor grid validation, appropriateness of Managerial Cost Accounting (MCA formerly DSS) identifiers, and count/non-count clinics. Major duties include but not limited to: Participates in Facility task forces, and committees to problem-solve, implement software, reviewing data capture and scheduling directive matters, and other workgroups related to access, wait times, and clinic profile management. Supports and assists with Electronic Health Record (EHR) options including the scheduling package, fileman routines & reports. Utilizes VHA Support Service Center (VSSC) Reports as a source of data concerning utilization, access, MCA stop code assignment, encounters, workload and other data measures. Evaluates computer generated appointment types and determines appropriate assignments of appointment type on a timely basis. Works with Clinic Profile Manager and Group Practice Manager to determine if excess future appointment slots need to be redistributed and/or additional slots need to be added. Monitors clinic utilization to ensure clinic appointments are appropriately utilized and works with the Services and Group Practice Manager's Office to ensure clinic availability and access. Supports quality assurance efforts through assessments of workflow and procedures to improve service delivery to customers. Assists with evaluating data capture outputs that include but not limited to clinic utilization, accurate clinic parameters, program clinic naming standards, etc. to ensure facility compliance with scheduling directives and other national guidance as it relates to Clinic Profile Management. Routinely reviews assigned clinic profiles, identifying and correcting negative trends to assist staff in projecting clinic needs with grid validation and analyzing clinic utilization. Assists in updating and maintaining digital workflow, forms, designs, and electronic records of clinic maintenance requests, such as creating new, modifications, inactivation, and cancellations. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/06/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Ability to locate and interpret appropriate applicable policies and regulations. Practical knowledge of VA scheduling packages and ambulatory data capture applications, other nonrelated packages interfacing with the ambulatory data capture program (lab, radiology, surgery, event capture, TIU, etc.), fileman, and other applications pertinent to outpatient clinic profile management and data collection. Knowledge to process clinic profile requests involving complicated decisions with multiple factors. Ability to discern best fit from multiple alternatives and/or to satisfy conflicting requirements and purposes. Knowledge and skills to communicate effectively with a wide variety of professional and nonprofessional individuals to facilitate a liaison between services, a smooth and efficient workflow, resolution of problems, and promote good relationships. Knowledge and skills on how to locate and generate reports of various natures for various Facility services. Knowledge of various software applications and databases to develop reports and manage data. Knowledge of pertinent laws, regulations, policies and precedents that affect the use and operation of the Clinical Profile program. Knowledge of the theory and principles of management and organization, including administrative practices and procedures common to organizations, such as those pertaining to areas of responsibility, channels of communication, delegation of authority, routing of correspondence, filing systems, and storage of files and records. Skill in applying analytical and evaluative techniques to the identification, consideration,and resolution of issues or problems of a procedural or factual nature. Skill in applying fact-finding and investigative techniques (e.g., employee/supervisorinterviews, review of work procedures, instructions, records, and files) to gather clear-cutfactual evidence of administrative waste and abuse, or compliance with regulations. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and graduate level education . Combinations of successfully completed graduate level education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-9. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.) Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk, although the position requires the ability to move from one geographic location of the facility to another. The incumbent works with a computer screen and keyboard. Some physical effort such as standing, walking, bending or prolonged sitting may be required. The incumbent may be exposed to walking to outlying areas. The work places no special physical demands on the employee.
