JOB CLASSIFICATION SUMMARY Positions assigned to this class are responsible for providing technical information to customers including interpretation of Town codes, ordinances, policies relating to setbacks, zoning, etc. and conducting plan review verification on permit submittals for accuracy and completion. DISTINGUISHING CHARACTERISTICS This is a fully qualified, experienced level administrative classification in the management support and analysis job family. Incumbent(s) performs the full range of support duties under general supervision. Classification requires solid knowledge of transactional and/or work standards for completing tasks and assignments of a varied nature. Work may vary from basic to more complex duties and issues but are generally within expected parameters. ESSENTIAL DUTIES The following are intended to describe core work functions of this classification. While the level and broad nature of essential duties may not change, specific work tasks will vary over time depending on the Town’s needs. Processes building permits, right-of-way use permits, planning/zoning permits, and other permits/licenses ensuring completeness and accuracy against records; determines applicable fees based on permit type; issues permits. Assists customers at the front counter, on the phone and via email with various questions related to submittal procedures, permit requirements, fees, plan review timelines and other building safety, planning, and/or engineering related concerns or responsibilities. Receives and processes routine new home permits, right-of-way use permits, development plan reviews, and planning/zoning cases. Discards paper and electronic files in accordance with applicable laws and maintains detailed logs to insure proper documentation. Creates documentation and communicates with applicants regarding refunds when applicable. Utilizes electronic permitting & licensing software to manage the progress and status of permits, plan reviews, and planning/zoning cases including invoicing fees, assigning reviews, and managing timelines. Performs related work as assigned. Education and Experience Associate’s Degree from an accredited college or university and 2 years of experience in building, engineering, architecture, planning, or a related field; experience; Any equivalent combination of education, training and experience that provides the required knowledge, skills and abilities to perform the essential duties of the position may be considered KNOWLEDGE Building permit processes, right-of-way use permit process, & planning/zoning process; Types of permits; Organizing and reviewing construction documents; Basic mathematical principles; Applicable Federal, state and local laws, codes, ordinances, rules and regulations; Making sound decisions based on established policies and procedures; Office procedures, methods, and equipment; Standard office equipment including the computer and programs relevant to the performance of applicable duties and responsibilities; Customer service principles; Modern office procedures, methods, and equipment; Basic filing and recordkeeping principles and practices; Word processing methods; English language, grammar, and punctuation. SKILLS Interpreting applicable Federal, state and local laws, codes, ordinances, rules and regulations; Compiling data and using critical thinking skills; Using computers and related software applications; Providing customer service; Performing basic mathematical calculations; Operating standard office equipment; Entering data into computerized systems; Composing routine business correspondence; Using modern office equipment; Communication and interpersonal skills as applied to interaction with coworkers, supervisor, the general public, and other interested parties sufficient to exchange or convey information and to receive work direction. Social Security Replacement Plan: Social Security Replacement Plan: The Town of San Tan Valley does not participate in Social Security. In lieu of Social Security, eligible employees participate in the Town’s 401(a) Social Security Replacement Plan, administered by Nationwide. The Town contributes 6.2% of eligible compensation to the plan, while employees are required to contribute 1.3% of eligible compensation.
