Lead Maintenance Worker

The vacancy is for one (1) full-time position. All new hires will begin at Step 1 ($31.56 per hour) . Employees receive an annual 5% step increase until reaching the top step of $42.30 per hour , contingent upon satisfactory performance. GENERAL PURPOSE Under supervision, to perform more complex, difficult and skilled routine manual work in the maintenance, construction and repair of City streets, lead, plan, train and review the work staff is responsible for performing; verify the work of assigned employees for accuracy, proper work methods, techniques and compliance with applicable standards and specifications; perform lockout and tag out safety procedures; lead, manage, review and verify the work of assigned City contractors; respond to public inquiries in a courteous manner; provide information within the area of assignment; work with residents to minimize impact of projects on citizen's properties; resolve complaints in an efficient and timely manner; estimate time, materials and equipment required for jobs assigned; requisition materials as required; operate a variety of maintenance and repair tools and equipment; perform a variety of maintenance tasks relative to assigned area of responsibility; provide training to lower level personnel; may act as the division supervisor; may be required to routinely plan and coordinate work assignments for projects; perform other duties as assigned. SUPERVISION RECEIVED AND EXERCISED Works under general direction of the Street Supervisor, and/or designee. If applicable, lead and train Maintenance Worker I, Maintenance Worker II, Beach Maintenance Worker, temporary staff, and relevant personnel in the area assigned. May lead and direct the work of City contractors and vendors of area assigned. Perform a wide variety of more complex, difficult and skilled work in the maintenance, repair, and construction of streets, curbs, alleys, ditches, signs, pavement markings, graffiti, paint traffic control markings and stencils on pavements and curbs using airless spray equipment and brushes and related areas; participate and oversee the installation, repair, and replacement of street signs and posts; clean and maintain existing signs; remove graffiti from City property; lead and participate in the installation of raised traffic bars and reflectors; break, remove, and replace concrete and asphalt; dig, shovel, haul, load and unload soils, sand, asphalt mixes and other materials; haul materials to and from sites; participate in the removal of concrete, build forms and prepare sub grades; mix, pour and finish concrete sidewalks, curbs, gutters and driveways; repair private property damaged in the course of the work; spread, shovel, rake, float and roll asphalt; spray oil; sand seal surfaces; chip seal streets; repair potholes; place traffic control and warning signs; operate trucks, skip loaders, light rollers, backhoes and other motorized equipment of comparable size and complexity; conduct traffic control when working in high traffic areas of the City; install and oversee street barricades and cones prior to the performance of maintenance or repair activities; direct and control traffic around work sites; direct, instruct, oversee and provide feedback to personnel; participate in the development and propagation of SOPs (standard operating procedures) including safe work practices and procedures; attend and participate in group meetings; stay abreast of new trends and innovations in the field. Knowledge of: Basic methods and techniques used in concrete and asphalt work; trenching tools, concrete finishing tools and pneumatic street excavation tools; methods of mixing, pouring and finishing concrete; methods of asphalt applications; and operation and maintenance of construction equipment (i.e. jack hammer, backhoe, & etc.). Proper methods, materials, tools and equipment used in general maintenance work; appropriate safety precautions and procedures; repair and maintenance of facilities, equipment and landscaped areas; general hand and portable power tools; English usage, grammar, spelling, vocabulary and punctuation. Ability to: Operate hand and portable power tools; perform skilled work in a specialized designated maintenance area; plan and layout work; lead and train personnel; conduct performance evaluation of staff; estimate time and material requirements; maintain accurate records; operate a vehicle, observing legal and defensive driving practices; understand and carry out oral and written instructions in English; and establish and maintain effective relationships with those contacted in the course of work; methods used in maintenance and building repair, including basic knowledge of uniform code books, electrical wiring, plumbing, carpentry, glass replacement, painting, and grounds maintenance including sprinkler systems; work from blueprints, shop drawings and sketches; basic math; safety practices and procedures relating to the building trades; operate and maintain a variety of building maintenance tools and equipment. Perform a variety of skilled maintenance, construction and repair work in the area of work assigned; operate a variety of vehicles and equipment in a safe and effective manner; use and operate vehicles and equipment, hand tools, and power tools and equipment required for the work in a safe and efficient manner; ensure safety around work areas in high traffic; read and interpret basic maps and blueprints; perform a variety of tasks for extended periods of time and in unfavorable weather conditions; perform heavy manual labor; repair and replace City signs; perform asphalt and concrete work; perform pipe and masonry work; work with paints and prepare surfaces for painting; work safely and adhere to principles of safety when working near traffic or in other environments; operate vehicles, equipment, and tools; work independently in the absence of supervision; understand and follow oral and written instructions; communicate clearly and concisely, both orally and in writing; establish, maintain effective and harmonious working relationships with those contacted in the course of work and contribute to a cooperative team effort. Education High School Diploma, or General Equivalency Diploma (G.E.D.), plus four (4) years of experience in construction or a related field, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. Training and Experience At least four (4) years of experience in construction or a related field or any combination of education, training and experience which demonstrates the ability to perform the duties and responsibilities as described. Licensing and Certification Requirements Possession of or ability to obtain, prior to employment, a valid Class "C" California driver's license with a safe, satisfactory driving record and able to maintain it through the course of employment. Completion of CPR Certification within 12 months of employment and maintain same during employment. Completion of the Traffic Control & Flagger Training within 12 months of employment. Obtain within 12 months of employment a valid Class B California driver's license with tanks and air brake endorsements is required. Employee will be afforded the use of a class B vehicle to use for the road exam. Safe, satisfactory driving record and ability to maintain it through the course of employment is required.
