Position Summary:

Administers the City's Community Development Block Grant (CDBG) entitlement program in compliance with the U.S. Department of Housing and Urban Development (HUD) requirements. Provides program and project coordination for the Community Development Department including administrative support to the Planning and Building Divisions as well as relevant City boards and commissions.

This position has no direct supervisory responsibilities. Under supervision of the Planning Manager, this job class is expected to exercise independent judgment, initiative, decision-making, and is responsible for HUD compliance, reporting, sub-recipient oversight and managing daily program activities.

Essential Duties:

• Administers the City's CDBG entitlement program, including program design, budgeting, allocation of funds, and financial tracking.
• Prepares the Consolidated Plan, Annual Action Plan, and Consolidated Annual Performance and Evaluation Report (CAPER), and submits required reports to HUD.
• Manages the annual funding cycle, including application materials, eligibility determinations, and award recommendations; staffs the CDBG Citizens Advisory Committee (CAC) and coordinates public hearings and citizen participation.
• Researches funding opportunities and supports applications for additional resources.
• Enters and maintains program data, draws down funds, and reconciles accounts in HUD's Integrated Disbursement and Information System (IDIS).
• Establishes and maintains working relationships with nonprofit organizations, the Continuum of Care, local governments, and other community partners.
• Provides technical assistance to subrecipients; monitors performance and compliance through continual communication and site visits.
• Administers and further develops City-operated housing programs, such as minor home repair and down payment assistance, including applicant eligibility and income verification, partner coordination, and contractor oversight.
• Ensures compliance with federal requirements, including environmental review (24 CFR Part 58), Davis-Bacon and labor standards, procurement, fair housing and affirmatively furthering fair housing, and citizen participation.
• Interprets federal regulations and maintains program records for audit and monitoring.
• Performs other related duties as assigned.

Qualifications:

Education and/or Experience:

Bachelor's degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, Urban Planning, Social Sciences, or related field; two (2) years of responsible experience in federal grant administration, program development, public administration, non-profit organization, or a related field; or any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.

• Ability to establish and maintain effective working relationships with staff, partner organizations, officials, boards and the public.
• Ability to determine grant and program eligibility and apply program regulations.
• Ability to analyze and compile information and prepare clear reports.
• Ability to manage multiple deadlines and work independently with sound judgment.

Physical Demands And Working Conditions:

• Work is performed in a standard City office environment
• Safely operates a City vehicle and variety of standard office equipment including a computer terminal, telephone, 10-key calculator, copier, and fax machine requiring continuous and repetitive arm, hand, and eye movement.
• Work is performed in a dynamic environment that requires sensitivity to change and responsiveness to changing goals, priorities, and needs
