Health and Safety Manager, Facilities

ROLE
WHC LLC (A Surerus Murphy Company) (WHC), is seeking to recruit a Health & Safety Manager for the Facilities sector. The Health & Safety Manager is responsible for leading the implementation, maintenance, and continuous improvement of the company's Health & Safety (H&S) programs and management systems. This position champions a strong safety culture in support of WHC's Never Harm commitment while ensuring compliance with applicable regulatory requirements, client expectations, and corporate standards. The Health & Safety Manager partners closely with operations and project teams to provide leadership, guidance, and coaching in the implementation of Health & Safety programs, safe work practices, and continuous improvement initiatives across all phases of project execution.

KEY RESPONSIBILITIES

• Implement and maintain a consistent, standardized approach to Health and Safety activities across all projects, ensuring compliance with company policies, client requirements, and applicable legislation.
• Lead and provide a consistent point of contact for all Health and Safety activities, supporting project teams in the effective implementation of the company's Health and Safety Management System.
• Develop, lead, and mentor a competent and professional Health and Safety team by assigning work, monitoring performance, supporting recruitment and onboarding activities, and providing ongoing coaching and development.
• Monitor and report on Health and Safety performance, including maintaining safety records, analyzing trends, preparing reports, and developing corrective action plans to address areas requiring improvement.
• Oversee and manage hazard assessments, inspections, audits, near misses, and incident investigations to identify root causes, implement corrective actions, and ensure lessons learned are integrated into company processes.
• Lead and coach employees, supervisors, and project teams in the interpretation and implementation of Health and Safety policies, procedures, and safe work practices while promoting a proactive safety culture.
• Maintain current knowledge of applicable Health and Safety legislation, industry best practices, and company standards, ensuring compliance across all operations and acting as a resource on regulatory requirements.
• Ensure appropriate safety equipment, resources, and documentation are available, maintained, and periodically reviewed to support safe and compliant operations.
• Support project teams by providing Health and Safety guidance throughout project planning and execution, helping to identify risks and implement effective controls.
• Monitor Health and Safety performance across projects, identify opportunities for continuous improvement, and recommend initiatives that strengthen safety performance and promote operational excellence.
• Actively liaise with client representatives, regulators and external agencies to strengthen relationships, influence change, and promote WHC safe practices in the industry.
• Recruitment of project H&S personnel.

Note: In addition to these duties personnel are required to carry out such other duties as may be reasonably required in order to support the objectives of the company.

POSITION REQUIREMENTS
Qualifications

• Bachelor's degree in Occupational Health & Safety, Environmental Health & Safety, Engineering, or a related discipline is considered an asset. Certified Safety Professional (CSP) or other relevant professional designation is also considered an asset.

Experience

• Minimum of 5+ years of progressive Health & Safety experience within the oil and gas construction industry.
• Minimum of 5+ years of Health & Safety management experience supporting facilities construction, compression, metering and valve installation, or similar industrial projects.
• Minimum of 5 years of experience leading and developing Health & Safety teams.
• Experience developing and implementing Health & Safety management systems, programs, and initiatives.
• Experience conducting incident investigations, audits, inspections, and risk assessments in industrial construction environments.
• Litigation experience considered an asset.

Skills and Knowledge

• Thorough knowledge of applicable federal, state, and local Health & Safety regulations, including OSHA, and familiarity with FMCSA, PHMSA, FERC, and other applicable regulatory requirements.
• Experience working within Health & Safety Management Systems; familiarity with ISO-accredited management systems is an asset.
• Strong background supporting field operations within pipeline construction, facility construction, or other heavy industrial environments.
• Demonstrated commitment to promoting a proactive safety culture and continuous improvement.
• Strong leadership skills with the ability to coach, mentor, and influence employees at all organizational levels.
• Excellent verbal and written communication skills.
• Strong analytical, organizational, and problem-solving abilities with the capacity to interpret regulations and implement practical solutions.
• Proficiency with Microsoft Office Suite and Health & Safety reporting systems.
• Proven ability to build effective relationships with operations, clients, contractors, and regulatory agencies.
• Ability to manage multiple priorities and make sound decisions in a dynamic construction environment.

WORKING CONDITIONS
This position is based at our Lafayette, LA or our The Woodlands, TX office . Travel to project sites will be required.

REPORTING RELATIONSHIPS
The Health & Safety Manager, Facilities reports to the Vice President of HSEQ .
