Medical Services Officer
North County Fire Protection District
Position The North County Fire Protection District is accepting applications for the position of Medical Services Officer (MSO). The MSO will provide administrative assistance in developing and managing the district’s emergency medical services. Typical duties include training fire and community personnel in emergency medical techniques, evaluating paramedic and EMT care through observation and report review, researching and preparing administrative reports, assessing public health needs, supervising EMS personnel, operating computers for reports and databases, maintaining accurate records, and establishing relationships with EMS providers and the public. Hours of Work Standard 40‑hour work week or alternative approved work week schedule (4/10 work week available). Representative Duties and Responsibilities Understand and follow District policy and procedures. Assist in implementing operational policies for EMS and other emergency programs. Help staff interpret and ensure compliance with EMS policies and protocols. Handle related administrative issues and develop criteria to evaluate personnel needs and operational effectiveness. Monitor EMS program operations and personnel compliance, determine training needs, and coordinate training for all District employees. Respond to emergency incidents in fire apparatus, paramedic ambulances, or department staff vehicles to evaluate service delivery. Conduct special studies, analysis, and investigations of medical performance quality improvement and dispatch issues; prepare and submit required reports. Act as the CQI manager and assist in resolving performance issues. Serve as point of contact for ambulance billing and citizen requests regarding EMS treatment and transportation. Act as primary contact for EMS audits, inspections, and reporting requirements. Assist in developing and implementing long‑term goals for EMS and related programs. Represent the District on EMS issues with local, state, and federal agencies. Serve as the Department’s designated officer for infectious disease exposure reporting and the infection control plan. Serve as the District’s HIPAA Compliance Officer. Collaborate with health‑related community stakeholders in program development and monitoring. Oversee controlled substance program management, including inventory, security, and compliance. Minimum Requirements – Experience At least five years of experience as a Physician’s Assistant, Registered Nurse, Mobile Intensive Care Nurse, or Emergency Medical Technician–Paramedic, including at least three years of related experience within the past five years. Knowledge Understanding of emergency service principles, Advanced Life Support, pre‑hospital care systems, CQI, HIPAA, teaching principles, disaster preparedness, and customer service. Experience Experience in instructing EMS and fire personnel, developing preceptor and intern programs, and evaluating medical skills components of an ALS delivery system. Educational Requirements Associate’s Degree in Fire Science, Emergency Medicine, Nursing, Business, Management, or other related field (required). Bachelor’s or Master’s degree or other advanced study (highly desirable). Required Licenses and Certifications Valid California Class "C" driver’s license and insurable status. Current license as Physician Assistant, Registered Nurse, Mobile Intensive Care Nurse or EMT-Paramedic in California. ACLS and CPR Healthcare provider certification, with ability to obtain and maintain instructor certification. Eligibility to become an approved ALS and BLS continuing education provider in San Diego County; initial completion of one of the following within the first year: four semester units of advanced educational coursework, California State Fire Marshall instructor courses, National Fire Academy instructional methodology course, or NAEMSE Level I instructor course. General Knowledge and Experience Effective employee supervision, training, evaluation, and discipline. Administrative planning and budgeting. Time management and leadership principles. Monitoring expenditures and compliance with procurement processes. The Position Requires the Ability to Apply specific instructions, policies, and procedures. Engage effectively with employees and the public. Motivate and direct others. Perform complex, varied tasks. Make evaluations or decisions without supervision. Take responsibility for direction, control, and planning. Use computers and standard office software (Word, Excel, Outlook, PowerPoint) for data entry, reporting, scheduling, and record management. Physical Requirements Maintain physical condition, endurance and agility appropriate to the duties described. Special Requirements Background check may be required.
