Program Analyst

Summary This position is located at the Kentucky Consular Center (KCC), Office of Domestic Operations, Visa Directorate, Bureau of Consular Affairs (CA/VO/DO/KCC). The incumbent serves as a Program Analyst (Facial Recognition) with responsibility for expert analysis , advice, and guidance that supports the planning and execution of the Facial Recognition Program within the Kentucky Consular Center. Responsibilities Coordinates the activities of the KCC Facial Recognition Unit in carrying out the mapping of facial features from digital forms of media. Recommends changes in established systems, methods, practices, and procedures being used in the unit to resolve operational issues or to enhance operational efficiency. Oversees the preparation of reports that document the unit's performance in terms of key performance indicators and identifies and analyzes risks. Utilizes judgment and discretion in interpreting, drafting and editing and adapting guidelines to issues affecting Visa processing for wide variety of written documents and regulatory guidance. Participates in performance reviews and evaluations of contractors' monthly, weekly, and daily reports. Requirements Conditions of Employment Qualifications Applicants must meet all the qualification requirements described below by the closing date of this announcement. Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience with biometric technology principles, concepts, methods, and practices to coordinate the application of biometrics, especially facial recognition screening tools and technologies; Experience with development, examination, investigation, adjudication, or authorization in relation to visa and/or immigration laws of the United States; Experience in communicating effectively, to develop policy, guidance, instructions, and presenting recommendations to management; and Experience in coaching or training others.
