Senior Compliance Consultant Job ID: Sedaa4475 Location: Oakland, CA (hybrid) Pay Range: 70k - 90k/annum Only local candidates currently residing in the Bay Area/near work location (Oakland). Top Things Looking For Regulatory Knowledge and Compliance Expertise: Moderate understanding of industry‑specific regulations (e.g., CPUC, FERC, OEIS, CAISO) – interpreting legal requirements, ensuring adherence, and staying updated on changing regulatory environments. Risk Management and Analytical Skills: Ability to identify, evaluate, and mitigate risks, combined with critical thinking and strategic analysis. Paying close attention to detail, ensuring accuracy in documentation and reporting, managing change and influencing stakeholders without direct authority, and utilizing tools such as MS Project or Visio for tracking and reporting. Project Management and Communication: Competence in managing project lifecycles, including planning, execution, and monitoring, along with excellent interpersonal skills leading cross‑functional teams, communicating complex compliance requirements to stakeholders, and managing project deadlines ensuring timely completion of a multifaceted project plan. Job Description Lead and participate in cross‑organizational projects that maintain and strengthen the client’s Shared Services compliance infrastructure. Analyze current compliance processes, benchmark as needed, and provide guidance to officers, directors, and their staff. Assist Shared Services organizations with the design and implementation of best‑practice guidance, procedures, controls, and metrics that facilitate employees’ ability to find and understand the external and internal compliance requirements that apply to them. Assist with moving the Compliance and Risk Management (CRM) process which consists of: understanding and documenting state, federal, and local compliance obligations; managing requirement changes; reviewing guidance documentation; ensuring controls provide reasonable assurance; ensuring controls and metrics are implemented and effective; auditing compliance processes for adherence to documented procedures and controls. As a Liaison to Shared Services Departments Provide support and guidance as needed for compliance processes; support concerning any compliance questions that may arise; oversee compliance action plan development and follow‑up on open items. Conduct quarterly Sarbanes‑Oxley (SOX) key self‑assessments in accordance with FCC (Finance Compliance & Controls) requirements, ensuring all testing activities are completed on time, well documented, and conducted efficiently and professionally, and coordinating and effective remediation actions. For Environmental Services and other Shared Services controls, conduct the testing portion of the self‑assessment, as requested by the appropriate SOX Team Leads, ensuring all test steps are completed and documented accurately. Maintain and support documentation for SOX key control activities and test plans for Supply Chain; update process maps and ensure supporting documentation is correct and complete for responding to external auditing entities. Complete utility‑wide Environmental Compliance Reviews on high‑risk areas for facilities and projects, follow all components of environmental review process, assist with annual schedule development for reviews, ensure value‑add controls and learnings are communicated to LOBs. Minimum Qualifications 5 years experience at the senior consultant level. Bachelor’s degree in a related field or equivalent experience required. Strong regulatory familiarity and expertise. Excellent compliance and risk experience in a corporate environment. Strong knowledge and experience in compliance functions and documentation. Strong research, analytical, and information gathering skills. Strong attention to detail and organizational skills, ensuring quality in deliverables. Excellent skills in understanding complex business processes, working with business compliance experts, and providing clear, concise guidance. Proven ability to partner and work collaboratively as a team player and build relationships. Ability to manage performance and be resourceful and adaptable to change. Demonstrated ability in advocacy and influence, conflict resolution, and process improvement. Excellent communication and presentation skills. Process Improvement utility industry knowledge. Strong Excel, Word, PowerPoint skills; technological savvy. Desired Qualifications Advanced degree desired. Excellent Microsoft Visio skills. SharePoint design and management. Utility industry experience a plus. Experience in utility‑related regulations, benchmarking, operational efficiency evaluation, and risk assessment. Assignment is hybrid. Team reports at the Oakland General Office or Sacramento Service Center 3 times a week, including every Tuesday. Preference for electrical engineering, advanced degrees, or equivalent years of experience in the utility industry. The Compliance & Risk Consultant supports the development, implementation, and maintenance of the framework for compliance and/or risk management. The primary function is identifying key controls and performing design and effectiveness testing of those controls. May be assigned to support a specific department or area of the business. Scope may be limited to one regulatory agency or may include multiple agencies, laws, and regulations applicable to a specific department or area of the business. Supports revisions to the compliance and/or risk programs and tools as needed based on changes to applicable laws, regulations, and standards. For risk management, develops and maintains a risk register, coordinating with various risk owners to track operational & enterprise risks and the effectiveness of risk mitigation activities. Partners with Subject Matter Experts (SME), Requirement/Risk Owners, and business SMEs to develop controls, and metrics to hold the assigned owners accountable for compliance and/or risk management performance. Supports change management, training, and communication of compliance standards, processes & results and/or risk management standards and risk analyses & assessments. The Compliance & Risk Consultant may also act as a liaison with regulatory agencies and respond to data/reporting inquiries. Potential Responsibilities Collaborate with Subject Matter Experts to define controls process. Perform and document controls testing for complex utility operational steps. Support the establishment and maintenance of Compliance Management standards, procedures, and reporting. Develop and drive action plans to achieve and maintain Compliance Program Maturity. Lead or support the inventory and maintenance of regulatory requirements, including confirmation of compliance owners, and mapping to guidance documents, controls, and risk rankings. Perform compliance gap assessments and provide guidance to Requirement/Risk Owners for mitigation plans. Provide expertise to leadership and cross‑functional teams regarding development, implementation, and monitoring of controls and mitigation plans. Support the development and implementation of Electric’s Compliance Controls Program. Lead or support the development and implementation of Shared Compliance Program. Maintain or support the Electric Compliance Management Communications & Training Plan. Develop and provide compliance related best practice training and training materials. Drive process improvements learned from benchmarking and peer‑to‑peer reviews. Conduct quality reviews on programmatic compliance activities.
