Pay Range: $38.12 - $48.35 per hour (Non-Bargaining Pay Plan, C44 Step 1-13) Hiring Range: $38.12-$40.46 per hour (Non-Bargaining Pay Plan, C44 Step 1-4 DOQ) Job Closing Date: July 30, 2026
There is one Manager I opening with the Yakima County Juvenile Justice Office. The Assistant Detention Manager is a professional position providing administrative and personnel services to Juvenile Detention staff employed at the Yakima County Juvenile Court. The Assistant Detention Manager assists the Juvenile Detention Manager in managing all operations, personnel development, administrative records retrieval and storage, policy/procedure maintenance/development, and service delivery for Detention related programs. Duties include ensuring facility safety and security, supervising subordinate lead detention staff, training, developing, and implementing detention programs, determining policy and procedures to meet operational needs, determining and implementing resident management requirements, and interfacing with the other county and state agencies or the public as needed. The position acts on behalf of the Detention Manager in their absence or at their direction.

Responsibilities:
Essential Duties:
Assists the Detention Manager with planning, developing, and implementing strategies and programs to accomplish Juvenile Detention goals, priorities, and objectives including managing and coordinating detention resources.
Develops, interprets, monitors, adjusts and implements detention policies and procedures and guidelines to meet changing conditions. Manages daily operations of detention programming for juveniles. Monitors proper applications of national, state and local juvenile corrections standards, safety standards and security standards.
Serves as a technical and administrative advisor to Juvenile Court Administrator, Detention Manager, Detention staff and Juvenile Court partners and stakeholders.
Provides leadership and assistance in supervising and coordinating the activities of detention, records retention protocols, and facilities units; develops program and operational goals and objectives. Prepares work schedules and determines methods for expediting workflow.
Evaluates detention programs, ensure programming is goal directed. Prioritize work assignments, delegate assignments, recommend resource allocation adjustments and needs for additional resources. Participates in short- and long-range planning activities and assists in development of detention budget. Coordinates or performs the issuance and inventory of equipment for assigned personnel and juveniles. Researches legislative changes relevant to juvenile detention facilities and operations and determines need for communication plans. Researches Prison Rape Elimination Act (PREA) and develops expertise in PREA standards, training and monitoring. Promotes zero tolerance culture for sexual abuse and harassment. Evaluates application and functions of current and new technology to determine proper application and effectiveness. Develops, interprets and ensures compliance with detention and county policies and procedures.
Represents Juvenile Detention in meetings, conferences and workgroups with internal and external partners, ensuring the concerns and needs of detention staff and incarcerated youth are heard. Confers with department heads, federal, state and local officials. Explains and promotes programs to the general public, incarcerated juveniles and their parents. Resolves sensitive inquiries, complaints, youth grievances or emergencies affecting the availability of quality of service. Provides leadership and assistance in supervising and coordinating the activities of detention, medical, food service, mental health and detention alternative programs.
Supervises day-to-day operations of Juvenile Detention including tracking expenditure and budget balances. Approves payroll, attendance and leave requests for subordinate staff. Creates forms and documents. Coordinates training and cross training. Evaluates the work performed by assigned staff to ensure quality assurance and compliance with federal, state and department rules and regulations. Develops and maintains records that provide for proper evaluation, control and documentation of assigned functions. Supervises subordinates, prioritizes, assigns and monitors work. Evaluates performance, recommends decisions regarding employee selection, promotion and discipline. Provides staff training and cross training.
Prepares complex reports and documents such as professional service agreements, and statistical reports. Gathers, compiles and analyzes complex data and recommends action based on findings.
Other duties required may include the duties performed by lower level classifications.
Education & Experience:
Bachelor's degree: Type of degree: Bachelor's degree in Social Services or Criminal Justice AND 4 years of progressively responsible experience, including 2 years in a supervisory and managerial capacity; OR an equivalent combination of education and experience which provides knowledge, skills and abilities sufficient to successfully perform the essential duties of the job.
Required:
·Valid Washington State Driver's License and proof of insurance at time of appointment.
· Current CPR/First Aid Card;
· Applicants selected for final interviews will be required to complete a criminal and abuse/exploitation history disclosure statement pursuant to Chapter 486 Laws of 87, Sections 1-5. Criminal arrest history or history of traffic offenses may be disqualifying; Final applicant will be fingerprinted and hired subject to the results of a background investigation.
·Successful completion of additional job-related training is required within one year of appointment: Defensive Tactics; Trauma Informed Care; Prison Rape Elimination Act; Commercially Sexually Exploited Children, TB testing, Hearing test, fire extinguisher and blood borne pathogens training
·Successful completion of the JCOA (Juvenile Corrections Officer Academy) from the Criminal Justice Training Commission prior to employment.

Working Conditions:
This position is rated as Public Safety: Position performs duties that may require use of physical force on others on a recurring or regular basis, it ensures public safety by use of law enforcement training and skills.
Environment: Excessive noise, pathogen exposure, may be exposed to hostile/angry individuals, travel and may be required to work outside of standard business hours, work in locked down facility(s).
