Basic Function
Reporting to the President or assigned supervisor, the Executive Director of Institutional Research, Planning, and Effectiveness oversees the development and maintenance of current, high-quality data systems and research infrastructure, and provides advanced data analysis and analytics support to college committees and task forces.
The Executive Director oversees college-wide research and data initiatives that support institutional priorities, internal and external reporting, and the continuous improvement of programs and services. The position oversees a team and is responsible for ensuring the timely dissemination of analytical data related to academic, student services, and administrative programs; technical and analytical support for institutional assessment, research, and surveys, and guidance in planning and decision-making activities as appropriate. In addition, the Executive Director actively participates in and may lead the college's strategic and annual planning process and assessment of plan implementation while working within the participatory governance structures of the College. Basic Function

Representative Duties
- Develop and manage research and analytics; coordinate priorities with District and College administrators; and track, evaluate, assign, and document annual and ad hoc requests and projects.
- Oversees and supervises research work at the College.
- Develop and administer the office budget; and hire, train, assign, supervise, and evaluate assigned personnel.
- Develop comprehensive information regarding key performance indicators, characteristics of students, employees, and the community, as well as current trends in education to be utilized in the College's decision-making processes.
- Conduct or coordinate the appropriate quantitative and qualitative research design and statistical techniques to collect, prepare, and maintain data in the preparation of periodic reports related to enrollment management, matriculation, assessment, evaluation, curriculum, student outcomes, student and staff demographics, and other related measures.
- Provide direction in the design and implementation of studies related to the development and feasibility of new facilities, academic programs, and other programs and services related to student access and success, as well as institutional effectiveness.
- Provide leadership and coordination for college-wide strategic and institutional planning processes.
- Support and facilitate a comprehensive program of assessment across all areas of the college.
- Support a culture of evidence and compliance through research and institutional effectiveness strategies.
- Provide accurate, timely, and usable data and information for internal and external reporting functions. This may include reports with accompanying tabular, graphic, and statistical content, descriptions of analytical methodology, and narrative findings and conclusions.
- Support a culture of evidence and compliance through research and institutional effectiveness strategies.
- Administer and evaluate research and reporting activities to support institutional effectiveness and decision-making.
- Develop and maintain a functional management information system to support data-informed planning, decision-making, and policy formulation.
- Provide leadership and coordination for accreditation reporting, program review, and compliance processes.
- Act as a liaison with District, state, and federal agencies on matters related to institutional effectiveness and assigned responsibilities.
- Lead or assist in the development and analysis of surveys and focus groups conducted by the College.
- Coordinate user implementation of reporting solutions; provide user training; assist users in solving problems related to data.
- Serve as a College resource for training and information resources regarding key performance indicators, characteristics of students, employees, and the community, as well as the current trends in education, which would be utilized in the College's decision-making processes.
- Operate a variety of software packages for data management, statistical analysis, graphics, and word processing.
- Serve on College and District committees as appropriate.
- Perform other duties as assigned within the scope of the position.
Minimum Qualifications
- Any combination equivalent to a master's degree, preferably in statistics, economics, applied research, education, behavioral sciences, or other related fields or the equivalent and ten (10) years of institutional research experience or equivalent and five (5) years of leadership experience in a reasonably related assignment.
- A doctoral degree (Ph.D. or Ed.D.) may substitute in lieu of some experience.
- Demonstrated proficiency in utilizing computer applications, including statistical analysis, spreadsheet, word-processing, statistical software, and database software.
- Demonstrated sensitivity to and understanding of the diverse academic, socioeconomic, cultural, ethnic, and disability backgrounds of community college students and employees.
Desirable Qualifications
- Doctoral Degree in a related field of study from an accredited institution.
- Proven experience with data research in higher education.
Knowledge of:
- Mission of the California Community Colleges and community college programs.
- Applicable federal, state, and local laws, regulatory codes, ordinances, and procedures relevant to research and institutional effectiveness programs, projects, and operations.
- Administrative principles and practices, including goal setting and program development, implementation, and evaluation.
- Principles, practices, theories, and methods of research design, evaluation, collection and analysis, interpretation, and reporting of a variety of data and information used in assessing institutional effectiveness, strategic and institutional planning and decision-making, and evaluating key performance indicators for college-wide quality improvement.
- General research methodology and standard statistical procedures of sampling, correlation analysis, projections, and other qualitative and quantitative measures applied to education and social research.
- Database design and related software applications related to research interpretation and analysis.
- Accrediting Commission for Community and Junior Colleges (ACCJC) Accreditation Standards, college self-evaluation report processes, and California Community College Chancellor's Office's reporting metrics.
- Principles and practices of employee supervision, including work planning, assignment, review and evaluation, and the training of staff in work procedures.
- Methods and techniques for the development of presentations, business correspondence, and information distribution; research and reporting methods, techniques, and procedures.
- Budget development, administrative practices, and organizational and management practices as applied to the analysis and evaluation of projects, programs, policies, procedures, and operational needs.
- Work effectively and cooperatively with a diverse faculty, staff, student, and community population in an administrative position.
- Plan, organize, conduct, and participate in analytical studies using research methodology in an educational setting.
- Plan, organize, direct, and coordinate the work of professional and technical personnel; delegate authority and responsibility.
- Provide administrative and professional leadership and direction for the department and the College.
- Prepare and administer large and complex budgets; allocate limited resources in a cost-effective manner.
- Learn and apply emerging technologies as necessary, to perform duties in an efficient, organized, and timely manner.
- Communicate effectively both orally and in writing.
- Produce significant reports/documents.
- Interpret, apply, explain, and ensure compliance with applicable federal, state, and local policies, procedures, laws, and regulations.
- Meet schedules and timelines.
- Train, supervise, and evaluate assigned personnel and student employees.
- Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.
- Apply legal and policy provisions to various problems consistently and correctly.
- Demonstrate sensitivity to and the understanding of historically minoritized groups and participate in professional development activities to increase cultural competency to enhance equity minded practices within the District.
