Job Description


Performs intermediate skilled administrative support work involving the procurement of supplies, materials and equipment and the maintenance of related records, and related work as apparent or assigned. Work is performed under the moderate supervision of the Purchasing Division Manager.

Position Responsibilities

• Prepares, processes and maintains informal quotes and checks availability from vendors.
• Prepares and posts bid tabulations.
• Reviews and processes daily requisitions; prints purchase orders for distribution and places orders with vendors.
• Reviews, audits, and maintains procurement card program.
• Maintains the County's e-procurement system (BidNet) and the State's Interactive Purchasing Site (IPS) for posting of request for bids, quotes, bid tabulations, and proposals.
• Compiles data, prepares reports and maintains files.
• Researches and recommends new materials or products to improve quality and or cost effectiveness.
• Prepares various term contracts.
• Performs assigned functions as a Disaster Ready Team (DRT) member, if appointed or volunteer.
• Performs related tasks as required.

Qualifications


Thorough knowledge of procurement laws and regulations, sources of supply for a variety of goods and services; thorough knowledge of business English, spelling and arithmetic; general knowledge of bookkeeping terminology, methods, procedures and equipment; general knowledge of modern office machines and procedures; ability to meet and deal courteously with the public; ability to keep office records; ability to operate standard office equipment including personal computer and knowledge of applicable software packages; ability to communicate effectively both orally and in writing; ability to establish and maintain effective working relationships with associates.

Education, Experience, and Special Requirements


Associates/Technical degree with coursework in business administration, accounting, finance, or related field and considerable experience in procurement of supplies, materials, and equipment, or equivalent combination of education and experience. Certification as a Certified Local Government Purchasing Officer (CLGPO) preferred.

Special Requirements:
Valid driver's license.

Physical Requirements:

This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of force; work regularly requires sitting, speaking or hearing, using hands to finger, handle or feel and repetitive motions, frequently requires standing, walking, reaching with hands and arms and pushing or pulling and occasionally requires lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a very quiet location.

Pay rate will be determined based on qualifications, internal equity, budget and market considerations.

North Carolina Local Governmental Employees' Retirement System
Eligible employees are automatically enrolled in the retirement system and must contribute 6% of their gross salary each pay period. Once eligibility requirements are met, employees will be able to receive monthly payments for life based on their salary, age, and years of service credit.

NC401k
The County contributes 1% of employees' gross salary into the 401(k) account regardless of the employee's deferral amount. In addition, the County matches employee deferrals up to an additional 4%.

Vacation Leave
Regular full-time employees earn 13.5 days of vacation leave per year. With each 5-year increment of employment, vacation accrual increases.


Sick Leave
Regular full-time employees earn 12 days of sick leave per year.


Paid Holidays
County employees receive paid holidays annually. The Board of County Commissioners approves and may adjust the schedule as deemed necessary.

ComPsych Mental Health Services
The County provides Mental Health and Life Services through ComPsych to help employees and their families with personal, family and job-related problems such as counseling, crisis support, work-life resources, legal and financial consultations, and organizational support tools.
