The Inland Empire Utilities Agency is undertaking several significant capital improvement initiatives that will shape the Agency and the region over the next several years. To support these efforts, the Agency is seeking experienced Senior Project Managers to provide advanced technical expertise, project leadership, and oversight in the planning, design, and delivery of complex, high-value capital projects. Under general direction, the Senior Project Manager will plan, coordinate, and direct major capital projects through all phases of project delivery, including project development, preliminary design, design, construction, start-up, and post-construction. The position will oversee complex professional assignments involving project planning, engineering consultant and contractor management, development and monitoring of project schedules and budgets, risk management, contract administration, construction coordination, and resolution of technical and project-related issues. The position may also lead multidisciplinary project teams, coordinate with internal departments and external agencies, oversee construction activities, and represent the Agency in meetings and negotiations with consultants, contractors, governmental organizations, and other stakeholders. Based on Agency needs, the Senior Project Manager may be assigned to one or more functional areas, including construction management, project management, and constructability. The scope of their daily work will vary by assignment as described below. Construction Management: Lead the delivery of complex public works projects through construction, commissioning, closeout, and turnover. Responsibilities include representing the Agency as the owner; administering construction contracts; managing scope, schedule, budget, risk, quality, and contractual matters; coordinating consultants, inspectors, contractors, and multidisciplinary teams; resolving field issues; negotiating change orders; and overseeing testing, start-up, and project turnover. Project Management: Lead complex, high-value capital projects from planning and design through construction, start-up, and closeout. Responsibilities include managing project scope, schedule, budget, risk, contracts, consultants, contractors, and multidisciplinary project teams; coordinating with Agency departments and external stakeholders; resolving complex technical and project delivery challenges; making independent decisions to maintain project progress; and providing technical leadership and mentorship to engineers and project managers. Constructability: Provide construction and operational expertise to support the Agency's Capital Improvement Program by evaluating projects before construction. Responsibilities include reviewing plans, specifications, schedules, and design packages to identify constructability challenges, sequencing and staging issues, access constraints, shutdown and tie-in requirements, operational impacts, coordination conflicts, and potential cost and schedule risks. This assignment collaborates closely with project managers, engineers, Operations and Maintenance staff, inspectors, consultants, and construction professionals to incorporate lessons learned, evaluate practical construction approaches, develop construction cost estimates, and help ensure projects are safe, coordinated, buildable, and construction-ready. EDUCATION, TRAINING, AND EXPERIENCE: Graduation from an accredited four-year college or university with a degree in engineering, construction management or a closely related field, and at least ten years of progressively responsible experience in diversified project management of public works construction projects; or equivalent Combination of education, training and experience. Desired Experience when assigned to any area: Experience with water, wastewater, construction management, recycled water, pumping, treatment, or other process-intensive infrastructure is highly desirable. LICENSES; CERTIFICATES; SPECIAL REQUIREMENTS: A valid California Class C driver's license and the ability to maintain insurability under the Agency's vehicle insurance program. Certificate in Construction Management (CCM) or Project Management Professional (PMP) certification is required. A valid Professional Engineer's License may be substituted for the CCM or PMP certification requirement. Skills and Abilities Proven ability to lead and mentor project teams, conduct performance evaluations, and promote a high-performing, safety-oriented culture. Skilled at building relationships and communicating technical information effectively with internal departments, consultants, contractors, and regulatory agencies. Ability to operate independently with sound engineering judgment and an understanding of organizational goals and priorities. Strong analytical and decision-making abilities to assess engineering challenges, evaluate alternatives, and implement effective solutions.
