Salary: $82,000 - 122,000 per year Requirements:

• At least 8 years of experience in data analysis, profiling, quality, mapping, validation, reconciliation, or related data-focused technology work.
• Demonstrated technical leadership of a multidisciplinary data migration, integration, or synchronization team.
• Experience coordinating technical deliverables across multiple teams or vendors during a complex modernization initiative.
• Experience maintaining data integrity between legacy and replacement systems during extended parallel operations, including troubleshooting synchronization failures and reconciliation discrepancies.
• At least 5 years working with business, technical, vendor, and project teams on complex data initiatives.
• At least 5 years supporting data migration, integration, synchronization, conversion, or related implementation work.
• At least 3 years supporting public-sector or government organizations.
• Hands-on experience with CCWIS, SACWIS, CWIS, or a comparable state health and human services system, such as Medicaid, SNAP, TANF, DHS, or integrated eligibility.
• Advanced SQL skills with Oracle, SQL Server, or a similar relational database.
• Hands-on experience with an ETL or integration tool such as Informatica, SSIS, Azure Data Factory, Talend, MuleSoft, or an equivalent.
• Experience creating data mappings, transformation rules, data dictionaries, and reconciliation or validation scripts.
• Experience supporting synchronization or a data bridge between legacy and modern systems operating in parallel.
• Bachelors degree or equivalent relevant work experience.
• Preferred: Experience with child welfare programs, systems, and data migration.
• Preferred: Knowledge of AFCARS, NCANDS, NYTD, or other child welfare reporting requirements.
• Preferred: Experience with Oracle GoldenGate, Qlik Replicate, Debezium, or other change-data-capture technologies.
• Preferred: Experience integrating with Salesforce, Microsoft Dynamics, or other SaaS or low-code platforms.
• Preferred: Python or PowerShell experience for data validation and automation.
• Preferred: Experience with Azure, AWS, master data management, identity resolution, or deduplication.

• Profile and analyze legacy data to find gaps, duplicates, invalid values, and other quality issues.
• Create and maintain source-to-target mappings, transformation rules, data dictionaries, and code-value crosswalks.
• Build, run, test, and tune ETL processes for mock conversions, testing, and production cutover.
• Support synchronization between legacy and modern systems using interfaces, APIs, change data capture, or scheduled data exchanges.
• Match, merge, and deduplicate records and resolve identities while preserving relationships and historical data.
• Develop reconciliation and validation procedures using record counts, control totals, field-level comparisons, and sampled record testing.
• Investigate and resolve migration, conversion, integration, and data-quality issues, and support UAT, testing, and cutover.
• Coordinate with business, program, technical, vendor, and project teams to clarify data needs and communicate issues and findings.
• Document data lineage, mappings, technical processes, validation procedures, and run books.
• Support applicable federal and program reporting needs, including AFCARS, NCANDS, NYTD, and CCWIS data-quality requirements.
• Coordinate and oversee a multidisciplinary technical team, evaluate solutions, and address complex data issues to help keep data accurate, consistent, and available across both environments.

This is a hybrid role requiring two days per week on site, and submissions are limited to local candidates. You will work alongside the Data Bridge Project Manager on a phased modernization initiative in which legacy and new CCWIS environments operate concurrently. The role provides hands-on technical leadership across the data bridge during the transition.
