Act 93. Qualifications Minimum of an Associate’s Degree; Bachelor’s Degree preferred. Minimum of 3 years of supervisory experience in Building and Grounds Maintenance and custodial experience. Basic computer skills. Ability to work with persons, teams and committees. Capable of working in all building trades including carpentry, electrical, plumbing, welding, heating and ventilation systems, roofing and able to analyze all internal building system problems. Management skills to supervise staff, prepare management reports and evaluations, and experience working with union contracts. Such alternatives to the above qualifications as the Board may find appropriate and acceptable. Job Goal To maintain the physical school plant and facilities in a condition of operating excellence, cleanliness, and safety, in order that full educational use may be made of them at all times, and to ensure continuous compliance with all regulator acts, including A.D.A., O.S.H.A., Clean Air Act, Safe Water Drinking Act, A.H.E.R.A. Performance Responsibilities Supervise maintenance staff, custodians, summer workers, watchmen, grounds keepers, utility persons, secretary and any and all substitutes performing maintenance or custodial services. Take a significant role in the collective bargaining process and policy matters with regard to planning and scheduling all maintenance, custodial, and repair requirements. Establish maintenance, grounds keeping, security, custodial, vehicle and equipment requirements for each school building and facility and administer appropriate schedules and procedures. Coordinate maintenance and cleaning of all buildings and grounds to ensure cleanliness and safety. Ensure standards consistent with all applicable laws are maintained. Determine, establish, and prepare detailed specifications for supplies, materials, equipment, and local contract work. Recommend purchases of necessary equipment and supplies. Receive, store and dispense all maintenance and custodial materials, supplies and equipment. Inspect all school buildings, grounds and installations regularly to ensure high standards of workmanship, cleanliness, safety and security. Conduct periodic inspections to identify needed repairs and ensure compliance with safety codes. Organize and implement preventive maintenance program on district assets. Remain informed of latest trends, developments, and products in maintenance, custodial services, repair and upkeep and encourage innovation and experimentation as appropriate. Review Building and Grounds security precautions and procedures regularly and recommend changes as appropriate. Work with individual building principals to establish emergency evacuation procedures for each school room and office. Prepare and administer the budget for maintenance, custodial, grounds, supplies and equipment. Coordinate insurance inspections and record necessary areas of concern as assigned. Assist in supervising and inspecting improvement and renovation work performed by outside contractors and verify that contract terms are fulfilled before authorizing final payments. Recommend timely replacement of vehicles and equipment. Establish and maintain a coordinated inventory control program for all areas of the physical plane department. Recommend assignments, discipline and termination decisions for all personnel within supervision. Conduct meetings with staff for training purposes. Establish and supervise summer cleaning program and schedules. Schedule work routines for all employees under supervision. Coordinate vacation schedules for all employees under supervision. Inspect and maintain fire alarm systems and fire extinguishers regularly per local codes. Supervise ignition of pressure boilers and operate to provide heat and hot water according to seasonal demand. Supervise repairs, lubrications, and cleaning of all boiler, heating and air conditioning and refrigeration equipment. Supervise operation of the air conditioning plant and emergency generator. Direct preparation of playing fields, grounds and facilities for athletics and other school activities, coordinating with Athletic Coordinator, building principals and maintenance staff. Assist the Secretary/Business Manager in cost analysis program of departmental expenditures. Perform other duties as assigned or deemed necessary on a regular basis or in emergencies. Terms of Employment Twelve (12) month work year. Salary, benefits and work year to be established by the Board of School Directors. Evaluation Performance evaluated in accordance with provisions of the Board’s policy on Evaluation of Personnel.
