Civil Project Manager II

Miller Bros. Const., Inc. is a heavy-civil contractor specializing in earthmoving, utility installation, and structure development for public roadway, industrial and commercial clients.

I. Summary

Project Manager II is responsible for the successful planning, execution, financial performance, and closeout of heavy civil private commercial construction projects from bidding through final completion. The PM2 takes primary ownership of assigned projects, managing scope, schedule, cost, client relationships, subcontractors, suppliers, documentation, and field coordination while ensuring work is completed safely, profitably, and in accordance with contract requirements.

II. Essential Functions

Project Leadership & Client Management

• Lead assigned heavy civil private commercial projects from preconstruction through final completion, ensuring successful outcomes for both the client and Miller Bros. Const., Inc.
• Serve as a primary point of contact for owners, developers, engineers, general contractors, subcontractors, suppliers, and other project stakeholders.
• Provide a high level of client satisfaction through responsive communication, professional project management, and reliable execution.
• Maintain positive working relationships with clients, employees, subcontractors, vendors, and the public while effectively addressing project concerns and expectations.
• Regularly communicate project status, financial performance, schedule, risks, opportunities, and significant issues to the Group Manager.

Estimating, Preconstruction & Contract Management

• Prepare bids and detailed cost estimates for the full scope of heavy civil work using HCSS, including review of plans, specifications, schedules, budgets, contracts, and other bid documents.
• Procure and evaluate subcontractor, supplier, material, trucking, and rental quotes to confirm pricing, scope coverage, exclusions, and compliance with project requirements.
• Identify project risks, constructability concerns, scope gaps, special requirements, and potential cost impacts during bidding and project execution; review pricing strategy, assumptions, and major risk items with the Group Manager prior to bid submission.
• Plan and lead internal pre-job meetings and coordinate owner/client preconstruction meetings to align project teams on scope, schedule, production expectations, resources, subcontractors, safety requirements, and startup documentation.
• Prepare, manage, and maintain contract documents from project award through closeout, including subcontracts, purchase orders, RFIs, submittals, change orders, project correspondence, plans, specifications, and revisions.
• Represent MBC in owner, client, and project meetings; manage change orders, additional work, project documentation, and final closeout activities to protect project scope, schedule, profitability, and client relationships.

Project Controls & Financial Management

• Develop, maintain, and manage project budgets, cost forecasts, schedules, production expectations, and financial performance with a focus on maximizing project profitability.
• Monitor labor, equipment, materials, quantities, subcontractor costs, and production against the original estimate and current project budget.
• Review HCSS HeavyJob, CGC, and field reporting regularly for cost, payroll, equipment, quantities, and production accuracy; identify variances and coordinate corrective actions with field leadership.
• Prepare accurate and timely monthly ECAC and cost-to-complete forecasts, identifying changes in projected margin, risks, opportunities, and required corrective actions.
• Manage change-order pricing and cost reconciliation to ensure additional work is properly documented, priced, approved, and reflected in project financial systems.
• Oversee project billing, accounts receivable follow-up, project-related accounts payable, and other fiscal responsibilities through final financial closeout.

Field Coordination & Operations

• Coordinate daily and long-range project activities with Superintendents and Foremen to maintain schedule, production, quality, and profitability goals.
• Coordinate personnel, equipment, subcontractors, suppliers, trucking, materials, and project sequencing with field and operational leadership to meet project requirements.
• Review project scopes, plans, specifications, schedules, and quality requirements with field supervision and ensure work is constructed in accordance with contract requirements.
• Perform regular project site visits and walkthroughs with field leadership to evaluate safety, quality, productivity, schedule, upcoming work, and client concerns.
• Anticipate field challenges and collaborate with operations to resolve issues before they negatively impact safety, schedule, quality, cost, or client relationships.
• Provide project-specific direction and evaluate the performance of field supervision, subcontractors, suppliers, and service providers; communicate significant concerns or recommended changes to the Group Manager.

Project Documentation & Reporting

• Ensure required project records and field reports are completed accurately and timely, including production data, trucking tickets, material receipts, equipment reporting, T&M/force-account records, SWPPP documentation, and other required project records.
• Maintain accurate and current project files, plans, specifications, revisions, correspondence, RFIs, submittals, change orders, schedules, and supporting documentation.
• Review field reporting for accuracy and coordinate corrections with Superintendents and Foremen before information is incorporated into project cost and production reporting.
• Document and communicate project changes, delays, owner requests, differing conditions, and other events that may affect scope, cost, schedule, or contractual obligations.
• Provide regular project status reporting to the Group Manager, including schedule performance, cost position, production, outstanding changes, client issues, risks, and upcoming project needs.

Safety & Compliance

• Demonstrate active leadership in MBC safety expectations and promote a safe working environment across all assigned projects.
• Ensure projects comply with applicable OSHA standards, MSHA standards when required, MBC Safety Programs, and all client/owner safety requirements.
• Work with Safety leadership, Superintendents, and Foremen to reinforce Site Sense talks, pre-task planning, hazard awareness, and safe work practices throughout project operations.
• Identify and address safety concerns promptly and ensure proper safety practices are incorporated into project planning, scheduling, and field execution.

III. Job Requirements

Qualifications

• Bachelor's degree in Construction Management, Civil Engineering, or a related field preferred.
• Minimum 5 years of progressive project management and/or estimating experience in heavy civil construction.
• Demonstrated experience independently managing private commercial or industrial site-development projects involving earthwork, mass excavation, grading, underground utilities, storm drainage, site infrastructure, and related civil scopes.
• Experience managing projects from bidding through closeout, including budgets, forecasts, schedules, change orders, billing, subcontractors, suppliers, and client relationships.
• Proficiency with HCSS HeavyBid/HeavyJob, CGC, or comparable estimating and construction management systems preferred.
• Strong understanding of construction plans, specifications, contracts, cost controls, production tracking, and project documentation.
• Excellent communication, leadership, organization, negotiation, and problem-solving skills.
• Ability to manage multiple priorities and projects in a fast-paced construction environment.

Working Conditions

• Regular travel to active project sites, client meetings, and other project-related locations is required.
• Work includes exposure to active heavy civil construction environments, including weather, noise, dust, uneven terrain, and moving equipment.
• Must be able to wear required personal protective equipment (PPE) and safely navigate active construction sites.
• Occasional extended hours, early mornings, evenings, or weekend work may be required based on project schedules and operational needs.
