Temporary - Housing Case Manager

About Us: The Coalition to Abolish Slavery and Trafficking (Cast) is a Los Angeles‑based nonprofit organization working to end human trafficking through comprehensive, lifesaving services to survivors and advocacy for groundbreaking policies and legislation. Over the past two decades, Cast has supported thousands of survivors through counseling, legal resources, housing, education, leadership training, and mentorship. Title / Position Housing Case Manager Status Non‑exempt, hourly, temporary position Department Empowerment Programs – Housing Reports To Housing Program Manager Employment Type Regular, Full‑time Location Los Angeles, CA / On‑Site Purpose of Position The Housing Case Manager provides home‑based case management services for survivors of human trafficking in scattered site apartments throughout Los Angeles. The primary goal is to assist survivors in addressing barriers to maintaining permanent housing and to promote client empowerment, professional boundaries, and self‑care. Essential Duties Housing Case Management Provide trauma‑informed, victim‑centered case management, including crisis intervention, supportive counseling, and assistance in reducing barriers to promote permanent housing and self‑sufficiency. Review participants’ budgets and collaborate on long‑term stabilization goals covering employment/income, money management, self‑development, and vocational/educational needs. Identify barriers and provide linkages to appropriate resources; follow up and track outcomes. Meet with participants at their homes monthly or more often as needed to assess housing‑related needs that may jeopardize stability. Report financial assistance needs (rental and utility subsidies) by required deadlines. Provide or coordinate client accompaniment and transportation as needed. Manage case files and provide detailed progress notes daily in hard copy and in the database. Manage data entry into all database systems in compliance with Cast Grant Reporting. Ensure protection of identity and confidentiality in line with survivor safety and preferences. Participate in team discussions regarding client progress and lack of progress, offering solutions to ensure best support. Ensure residents’ rights and needs are protected and advocate for cultural and linguistic services as needed. Uphold policies and procedures that contribute to the safety and confidentiality of the CAST Program. Perform other duties as identified and assigned in line with Empowerment Program and CAST goals. Housing Identification and Assessment Conduct housing assessment to determine participant eligibility. Assess housing barriers to identify needs. Develop individualized housing plans based on assessments to guide participants toward long‑term permanent housing. Conduct safety assessment to determine a safe location for housing. Inspects housing units to ensure habitability. Provide mediation and advocacy with landlords to develop a workable plan to obtain and/or maintain housing. Create and maintain consistent communication between tenant, landlord, referral source, and collaborating agencies. Intake and Assessment Answer calls from CAST’s 24/7 hotline and triage needs. Perform client intake, screen new referrals, and create initial action plans. Coordinate with client, CAST staff, and partners to address emergency needs. Inform on‑call emergency response staff of any urgent calls that require immediate follow‑up. Make appropriate referrals when space is unavailable or clients are ineligible for shelter services. Document all hotline calls in the database. Coordinate transportation to the shelter program. Manage resident move‑in and orientation. Enter data into the organization database in a timely manner. Shift Coverage Provide coverage for shelter staff for planned time off or other staff needs at either Hummingbird Haven or Mariposa Haven. Mileage Reimbursement Track and report eligible mileage for reimbursement according to company policy. Submit mileage reimbursements and supporting documentation by the due date each month. Requirements Bachelor of Arts or Science degree, or extensive experience and demonstrated skills considered in lieu of education. Shelter or group home experience preferred. Bilingual preferred (Spanish, Arabic, or other API languages). Ability to work independently and with minimal supervision; organized, flexible, detail‑oriented, and able to multitask. Self‑starter who can work in a team environment and manage time effectively. Strong assessment skills to determine client needs. In‑depth knowledge of issues related to providing services to survivors of human trafficking, human rights, and violence against women. Demonstrated sensitivity to diverse populations and to individuals with limited English proficiency. Knowledge of multidisciplinary and multicultural approaches. Ability to maintain a positive, cooperative, and professional demeanor with clients, partner organizations, volunteers, staff, board, donors, consultants, and the public. Excellent oral and written communication skills. Competency in computer systems, including Internet, email, databases, and Microsoft Office Suite. Capacity to work in a fast‑paced program and manage multi‑faced services. Physical and Mental Demands Typical office environment demands, including sitting, reaching, lifting, speaking, hearing, and seeing. Reasonable accommodations can be made.
