Quality Assurance Specialist

Summary

The incumbent serves as a Quality Assurance Specialist assigned to the St. Louis Regional Office located in Overland, MO. The primary purpose of this position is to conduct quality assurance reviews of work completed and assist in conducting and developing training. The incumbent is responsible for quality assurance reviews in all areas within his/her assigned division.

Help

The incumbent develops and uses various types of quality assurance analysis techniques. The incumbent is required to develop and incorporate current procedures and procedural changes to keep pace with the organization in the fluctuating workload environment. The incumbent conducts reviews of completed work to ensure compliance with applicable regulations, guidelines, policies and locally generated procedures and creates reports such as an individual checklist and an excel spreadsheet of all quality findings.

Results of quality assurance checks are consolidated into reports that are forwarded directly to the unit supervisor for inclusion in briefings given to the RO director. These reports are used to evaluate local training, develop training plans, evaluate employee performance and determine employee awards, and aid in ascertaining the effectiveness of each division.

Conducts and develops new hire and initial position training for employees in new positions along with refresher and on the job training as needed. Evaluates and communicates progress of training to the quality assurance supervisor and including identifying possible areas of incomplete training and/or incorrect interpretation of training given. The incumbent assists the divisions with solutions to address error trends by refocusing training if needed. Assists management with the creation/ updating of training materials.

May participate in special projects.

Work Schedule: Full time, Monday through Friday 7:30am to 4:00 pm

Telework: This position is eligible for situational (ad hoc) telework only. The selectee is required to report to the official duty station each scheduled workday. Telework may be approved only on a case-by-case basis with supervisory approval. Routine or recurring telework is not authorized for this position.

INDIVIDUAL OCCUPATION REQUIREMENTS (IOR): To qualify for the Quality Assurance Specialist position, candidates must meet the following IOR requirements:

Education

Undergraduate and Graduate Education: Major study quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position.

Experience

Experience (for positions above GS-5): Experience that demonstrated a practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas. Examples include:
  • Reviewing production activities and capabilities in light of contract quality requirements.
  • Reviewing written quality or inspection procedures for adequacy, and evaluating the implementation and effectiveness of quality/inspection systems, including sampling plans.
  • Analyzing quality data to detect unsatisfactory trends or weaknesses in the quality/inspection system.
  • Verifying by test or inspection, using sampling inspection or intensive product inspection techniques, that products comply with requirements prior to acceptance.
  • Identifying inadequacies and requesting corrective action.
  • Computing data, summarizing results, and preparing reports or charts depicting pertinent relationships using statistical methods.
  • Investigating customer complaints and deficiency reports, and providing identification of causes to appropriate authorities.
  • Reading, interpreting, and applying technical data such as blueprints, engineering drawings, product specifications, or technical manuals.
  • Reviewing and evaluating supply systems operations and procedures through periodic audits and surveillance inspections.
IN ADDITION TO YOUR INIVIDUAL OCCUPATIONAL REQUIREMENT YOU MUST MEET THE SPECIALIZED EXPERIENCE DESCRIBED BELOW:
  • For a GS-09 position you must have served 52 weeks at the GS-07 level.

GS-09 Grade Level:

Specialized Experience:
Applicants must have one (1) year of specialized experience equivalent to at least the GS-07 grade level or higher in the normal line of progression for the occupation in the organization. Specialized experience is defined as

  1. Conducting focused evaluations and reviews to determine quality and accuracy.
  2. Developing training strategies and materials to address deficiencies and/or conducting training activities.
  3. Providing quality review services, feedback and guidance to staff in order to correct unsatisfactory performance.
  4. Analyzing performance deficiencies and quality trends to identify knowledge skills/gaps.
  5. Analyzing quality data to detect unsatisfactory trends or weaknesses in the quality/inspection system.
  6. Typing, maintain training records, create and review training documents for dissemination.

OR

Education : Applicants may substitute education for the experience required to qualify at the GS-09 level. Applicant will need to possess a Master's degree in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

Combining Education & Experience : If you do not fully meet the length of experience and education described for a specific grade level (e.g. have six months of experience and some coursework but not a degree), the two can be combined to total 100% of the requirement. To calculate, first identify the percentage of required education you have earned. Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify. Only graduate level education in excess of that required for the next lower grade may be used in combination with experience to qualify for a GS-09 grade level position. NOTE: Your application must include an official copy of graduate level transcripts that demonstrate this information if this response is selected.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.

Physical Requirements: The work is generally sedentary. The work may require sitting, walking, standing, bending, and carrying moderately heavy items to include boxes of folders.
