This position is located in West Palm Beach
Position Overview and Responsibilities:
In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the Department’s Standards of Conduct, as well as any and all departmental and/or work unit rules, directives, policies, procedures, and/or general orders applicable to performing the duties of this position.
The incumbent in this supervisory position is responsible for overseeing district staff in Compliance Assurance Program and spends majority of their time communicating with, motivating, training, and evaluating employees; and planning and directing employees’ work, and has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. Conduct performance appraisals for employees at least annually and identify stellar performers and provide opportunities for increased visibility and training. Also, identifies poor performers and initiates improvement plans and, if necessary, termination. Responsible for time and attendance of direct reports.
- Responsible for training staff and planning staff needs necessary to achieve Department objectives within the Compliance Assurance Program.
- Ensures that staff are efficient and effectively meeting deadlines, developing positive relationships, and professionally representing the department.
- Develop staff technical expertise in regulated industries.
- Identify, develop, and mentor staff for leadership positions.
- Motivate and build a team.
- Actively supports and works toward fulfilling the DEP’s statutory requirements, regulatory requirements, and policies.
- Responsible for maintaining effective internal communications with superiors and subordinates in keeping with the Agency’s standards and expectations for communication effectiveness.
- Serves in leadership roles assigned by Senior Leadership.
- Coordinates projects across district and division boundaries to streamline processes, promote consistency, and further the OneDEP concept.
- Negotiates with the regulated entities to resolve compliance and/or permitting/waste cleanup disputes, assures that the impacts to the environment are acceptable as identified by Department rules.
- Advises staff regarding consistency with Department rules & policies.
- Review and approves compliance inspections and/or documents in accordance with the District Director’s approved signatory authority delegation list.
- Participates in audits of local environmental programs and serves in advisory roles to those programs throughout the year.
- Works toward meeting program and district goals per the district’s Business Plan.
- Coordinates with manager counterparts to meet program needs.
- Investigates, assesses, analyzes and makes recommendations to resolve issues and offer solutions to supervisor.
- Ensure productive relationships with applicants/permittees.
- Coordinates with Assistant Director and Environmental Managers to reduce time for case resolution and response times.
- Be supportive and positive toward upper management.
- Manages conflicts and negotiates mutually acceptable outcomes.
- Represents Senior Leadership in their absence.
- Performs other duties as assigned by supervisor.
Required Knowledge, Skills, and Abilities:
- Knowledge of leadership principles and techniques.
- Knowledge of the terminology, principles, and analytical techniques of the physical or natural sciences.
- Knowledge of data collection and analysis principles and procedures.
- Skilled in problem solving, managing conflict, and negotiating mutually acceptable outcomes across multiple programs.
- Skilled in managing and critically evaluating data and reporting program metric reports to assess and meet required Levels of Service.
- Ability to understand and apply applicable rules, regulations, policies, and procedures relating to multiple environmental programs.
- Ability to manage a multi-media compliance assistance program.
- Ability to supervise people.
- Ability to determine work priorities, assign work and ensure proper completion of work assignments.
- Ability to communicate effectively verbally and in writing.
- Ability to establish and maintain effective working relationships with subordinates, co-workers, and leadership.

Minimum Qualifications:
- Valid Driver License
- Travel, as required
- At least 4 years of verifiable related experience in regulatory inspection/compliance/permitting or other related experience. Post-secondary degrees from an accredited college or university may be used as an alternative for the required 4 years of experience on a year-for-year basis
Position of Special Trust Requirement:
This position is designated as a Position of Special Trust in accordance with DEP Directive 422, Positions of Special Trust or Responsibility. Successful completion of background screening will be required for this position.
